'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

Research Collection School of Social Sciences

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

Sections 307 and 309 of the 1988 Indoor Radon Abatement Act (IRAA) direct EPA to identify areas of the United States that have the potential to produce elevated levels of radon. EPA, the U.S. Geological Survey (USGS), and the Association of, American State Geologists (AASG) have worked closely over the past several years to produce a series of maps and documents which address these directives. This paper advances a process for determining whether, e.g., waste-to-energy facilities are disproportionately located in minority and poor communities, and the author asks others to join in searching for a scientifically sound and fair process of resolving conflicting interests in locating LULUs. He also discusses some difficult issues and argues that they need to be addressed by a representative panel.

Fisheries Management Papers

The Minister for Fisheries announced the 1992/93 fishing season management arrangements for West Coast Rock Lobster Fishery on 11 August 1992. These arrangements arose as a result of the Minister's consideration of the Rock Lobster Industry Advisory Committee's recommendations outlined in Fisheries Management Paper no.46.

Following this announcement, on 28 August 1992, the Western Australian Fishing Industry Council Sub-Committee on rock lobster submitted a range of alternative management proposals.

The Rock Lobster Industry Advisory Committee (RLIAC) met in Perth on the 9 September 1992 at the request of the Minister for Fisheries to further examine and report on management arrangements.

The purpose of this study was to determine the personal and professional characteristics of successful individuals who have had a positive influence on the development of public policy concerning the environment. Additionally, which characteristics are most likely to enhance success and determine which of these characteristics might contribute to efforts toward developing public environmental policy in the future were investigated. The purpose was accomplished through the design and implementation of a multiple case study utilizing a qualitative research methodology. This paper is a study of how the Presidency affects, and has affected, the Environmental Protection Agency. The EPA is a relatively new agency having only been created in 1970. Therefore, I have focused my research on the individual administrations from President Nixon to President Reagan. I shall present to you trends in presidential policy towards the Environmental Protection Agency, and how they have shaped the Agency, its direction, and its effectiveness.
