To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. The Lancelin Island Lagoon is a small area of reef habitat on the western side of Lancelin Island and a popular snorkelling and diving destination. Water depth ranges from less than 0.3 m on the intertidal reefs to less than 3 m on the sand or seagrass-covered bottom. The area has a diverse array of benthic marine habitat. During a marine survey of the area, over 200 flora and fauna species were positively identified, with many more remaining unidentified due to the diversity of species supported in this marine environment. The objective of the Air Force's compliance through pollution prevention (CTP2) program is to reduce overall environmental compliance (EC) cost and risk (compliance burden) associated with maintaining compliance at an installation through increased pollution prevention (P2) efforts. However, no quantifiable evidence has been produced that suggests P2 projects are actually reducing compliance burden. Therefore, this research attempts to determine if projects categorized as P2 truly reduce compliance burden. This research demonstrated that, under the current burden calculation methodology, the compliance Site inventory data should not be used to measure or track compliance burden reductions. The Minnesota wolf (Canis lupus) population was estimated by the Minnesota Department of Natural Resources at 2,450 during winter 1997-1998 and had increased at an average annual rate of 4.5°% since winter 1988-1989. The population may be removed from the federal endangered species list by 2002, and management would then return to the state. A federal recovery team recommended a population goal of 1,250-1,400 wolves for Minnesota, with none in the agricultural region. A plan approved by the Minnesota legislature, however, continues the protection of wolves, except for pet and livestock depredation control, for at least 5 years …

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

(First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. Section 101 of the Clean Water Act requires federal and state agencies to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.”
