Strategic Exploitation Of A Common Resource Under Environmental Risk, Eric Fesselmeyer, Marc Santugini

We study the effect of environmental risk on the extraction of a common resource. Using a dynamic and non-cooperative game in which an environmental event impacts the renewability and the quality of the resource, we show that the anticipation of such an event has an ambiguous effect on extraction and the tragedy of the commons. A risk of a reduction in the renewability induces the agents to extract less today while a risk of a deterioration in the quality has the opposite effect. Moreover, when environmental risk induces conservation, the tragedy of the commons is worsened. (C) 2012 Elsevier B.V. …

Aboriginal peoples in Canada are in the forefront in the battle to protect the environment from unregulated depredations of petroleum and mining interests. Omnibus Bill C-38 exempted oil pipelines from the terms of the Environmental Protection Act, prompting protests from First Nations people through whose reserves it would pass. Omnibus Bill C-45 removes thousands of lakes and rivers from protection of the Navigable Lakes and Waters Protection Act and permits the government sale of native lands without consultation. In response, the Idle No More movement took root and widespread protests have resulted. The persistent lack of consultation between the government …

the last remnants of native mixed-grass prairie in the region. The Northern Great Plains Inventory & Monitoring Network (NGPN) surveyed 8 long-term monitoring plots in Scotts Bluff National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. We measured plant diversity and cover, estimated tree and shrub density, looked for the presence of exotic species that are of concern to park management, and evaluated the amount of human and natural disturbance at all plots. Costa Rica is a country famous for its efforts in environmental protection. Despite its numerous innovative steps toward the protection of its natural biodiversity and resources, the country has still not yet provided basic environmental services, such as local trash collection, to its entire population. This paper examines the processes of organizing the campaign to petition the Municipality to organize trash collection in Costa Rica. It provides a case study of policy advocacy in sustainable rural development. The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956-66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.
