Historically, a survival method for the most impoverished populations of developing countries has been the collection, accumulation, and sale of recycled materials accessible in the urban waste generated by large metropolitan areas. After Argentina’s economic crisis of 2001, the number of people who participate in this informal sector of work in Greater Buenos Aires boomed due to the financial recession that devastated the country. In the last fourteen years, the population of urban recyclers, colloquially called cartoneros or cirujas, has not diminished. Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

Bycatch is described as the part of the catch which is returned to the sea (usually referred to as non-retained or discarded) either because it has no commercial value or because legislative requirements preclude it being retained. Thus, this Bycatch Action Plan (BAP) includes unmarketable finfish and invertebrate species, along with endangered, threatened and protected (ETP) species, such as marine mammals, reptiles and some elasmobranchs.

Executive Summary

Agate Fossil Beds National Monument is a 3,057-acre park located in western Nebraska. The unit is comprised of northern mixed-grass prairie vegetation, typical of the Northern Great Plains. Weather, fire, and grazing are generally considered to be the ecological drivers of prairie ecosystems and critical for prairie health. However, grazing has essentially been absent since the 1960s. In 2014, a Department of the Interior report explicitly listed the park as a high priority for bison restoration. This report evaluates the feasibility, management options, benefits, and challenges of restoring bison to Agate Fossil Beds National Monument.

Preserving the national parks unimpaired for the enjoyment of future generations is a fundamental purpose of the National Park Service (NPS). To address growing concerns regarding the overall physical, chemical, and biological elements and processes of park ecosystems, the NPS implemented science-based management through “Vital Signs” monitoring in 270 national parks (NPS 2007). The U.S. National Marine Sanctuary designation process is being reopened after 20 years, and coastal communities across the country are being encouraged to submit nominations. In response, there is a proposal for a new California Central Coast Marine Sanctuary, stretching from the Channel Islands to the northern tip of San Luis Obispo County. This report provides our best estimates from available and extrapolated information, of the potential economic impact on San Luis Obispo County, if this proposed National Marine Sanctuary becomes a reality.

Frontiers in Public Health Services and Systems Research

Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residences with municipal water service in each census block in Wake County (the second-largest by population in North Carolina). Using the resulting water service maps plus 2010 U.S. Census data, we employed a logistic regression to assess …

The federal effort to quantify and capture non-market damages to coastal ecosystems from the 2010 Deepwater Horizon oil spill, Phase II of United States of America v. BP Exploration and Production, centers on the Natural Resource Damage Assessment (NRDA) process. This paper makes the case that the current NRDA process has done a poor job protecting the public interest and resolving the issues surrounding oil spills from deep water drilling activities. Given increased pressure on natural resources to deliver benefits, complex trade-offs and the regulation of behaviours in relation to benefits is of key concern. Behaviours that signify resistance to the rules according to which benefits are allocated prompt us to consider causal links and feedbacks between benefits, perceptions of benefits, meanings attached to the benefits, and the regulatory instruments that mediate the distribution of benefits. An understanding of how meanings influence the perception of benefits exposes the complexity inherent in how people perceive and allocate value to natural resource benefits. What's the role of unilateral measures in global climate change mitigation in a post-Durban, post 2012 global policy regime? We argue that under conditions of preference heterogeneity, unilateral emissions mitigation at a subnational level may exist even when a nation is unwilling to commit to emission cuts. We establish that under certain assumptions, in a global strongly connected network of countries, learning the costs of switching to a low emissions activity can result in a universal adoption of such activities. Recently, Early Warning Signals (EWS) have been developed to predict tipping points in Earth Systems. This discussion highlights the potential to apply EWS to human social and economic systems, which may also undergo similar critical transitions. Social tipping points are particularly difficult to predict, however, and the current formulation of EWS, based on a physical system analogy, may be insufficient. As an alternative set of EWS for social systems, we join with other authors encouraging a focus on heterogeneity, connectivity through social networks and individual thresholds to change.

A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus.
