This thesis uses a case study of the Community Home Energy Retrofit Project (CHERP) and it analyzes the larger statewide effort in California to increase energy efficiency in existing residential buildings to reduce greenhouse gas emissions. CHERP’s primary strategy is to embed itself into a community, educate residents on the multiple benefits of energy efficiency, and inspire them to take energy-saving actions in their own homes. It then builds its own community by connecting like-minded individuals together and provides an opportunity for them to exercise their political agency. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Information is sparse about aspects of female wolf (Canis lupus) breeding in the wild, including age of first reproduction, mean age of primiparity, generation time, and proportion of each age that breeds in any given year. We studied these subjects in 86 wolves (113 captures) in the Superior National Forest (SNF), Minnesota (MN), during 1972–2013 where wolves were legally protected for most of the period, and in 159 harvested wolves from throughout MN wolf range during 2012–2014. Breeding status of SNF wolves were assessed via nipple measurements, and wolves from throughout MN wolf range, by placental scars. In …

Risk to predators hunting dangerous prey is an emerging area of research and could account for possible persistent differences in gray wolf (Canis lupus) pack sizes. We documented significant differences in long-term wolf-pack-size averages and variation in the Superior National Forest (SNF), Denali National Park and Preserve, Yellowstone National Park, and Yukon, Canada (p < 0.01). The SNF differences could be related to the wolves’ risk when hunting primary prey, for those packs (N = 3) hunting moose (Alces americanus) were significantly larger than those (N = 10) hunting white-tailed deer (Odocoileus virginianus) (F_1,8 = 16.50, p = 0.004). This thesis explores the background of the Klamath Basin Restoration Agreement, a 250 page water use agreement among irrigators, Indian tribes, fishermen, environmental groups, federal and state agencies in the Klamath Basin. The agreement is contextualized in terms of water rights law, Indian law and the Endangered Species Act. The specific details of the agreement are explored. Finally, this thesis evaluates the agreement's merits and suggests a path forward for the agreement to become law.

Purpose: The purpose of this study was to assess dental hygienists’ interests, current involvement, formal education, views, comfort levels, and intentions for involvement with disaster preparedness and response.

Methods: Dental hygienists (n=400) were asked to respond to a 21-item online survey. Data was analyzed using descriptive statistics, chi-square goodness-of-fit tests, and a paired-samples t-test. Common themes were identified and categorized from open-ended questions.

Results: A response rate of 84% (n=334) was obtained. Most respondents (97%) reported no involvement with disaster preparedness and response; however, a majority (86%) reported interest. Of those who indicated an interest in disaster preparedness and response, …

All’S Whale That Ends Whale: How Correctly Identifying Antarctic-Feeding Grounds Of Oceania Humpbacks Could Save An Endangered Population, Davey Holmes

Although major whaling practices have ceased, increasing human involvement and influence in the world’s marine ecosystems continue to adversely effect global whale populations. It is a major concern throughout Antarctic waters, where endangered Oceania Humpback Whales (Megaptera novarangliae) annually feed. This study analyzes the extent to which a proposed marine protected area within the Ross Sea may indirectly harm the last remaining endangered population of Humpbacks. Using current satellite tracks of southern Humpback migrations, this model maps the effects of displaced Toothfish fisheries, and suggests further conservations efforts, based on New Zealand’s Precautionary Approach, to protect these vulnerable whales.

Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

This dissertation has analysed the Swedish oil spill preparedness between 2010 and 2015 by examining management, prevention, planning and response, and compared it to international practices. The study is based on analysis of available data, surveys administered to the coastal County Administrative Boards and municipalities, and interviews with the national oil spill experts.

Oil spills can cause significant acute damage to the environment. Sweden has a long coastline with intense shipping traffic. This suggests a high risk of a large oil spill occurring, but no oil spill over 1,200 tonnes has affected the Swedish territorial waters or Exclusive Economic Zone. …

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting.
