One of the consequences of climate change and sea level rise that has not been extensively examined is the possible damages that can be done to regional economies. Even under scenarios of relatively small sea level rise, areas historically at risk from flooding will find flooding increasing as storms increase in frequency and severity. The result will likely be temporary disruptions of business activity lasting days to weeks. This report presents the results of vegetation monitoring efforts in 2017 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the seventh full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 22-25, 2017 to collect data on the plant communities at SCBL. Executive Summary

From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.

Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

Early weather warnings can save lives and minimise the loss of assets. The most accurate forecast, however, is useless if it fails to reach those anticipated to be affected by a predicted adverse weather condition, as this will impede their ability to act pro-actively. The 2012 flood disaster in Nigeria which had devastating consequences for 30 states in the country, for example, was forecasted a few months ahead by the Nigerian Meteorological Agency. Agroforestry is increasingly being recognized as a holistic food production system that can have numerous significant environmental, economic, and social benefits. This growing recognition is paralleled in the USA by the budding interest in regenerative agriculture and motivation to certify regenerative practices. Current efforts to develop a regenerative agriculture certification offer an opportunity to consider agroforestry’s role in furthering regenerative goals. The standpoint of environmental justice has become integral to environmental law in the last thirty years. Environmental justice criticizes mainstream environmental law and advocacy institutions on three main fronts: for paying too little attention to the distributive effects of environmental policy; for emphasizing elite and professional advocacy over participation in decision making by affected communities; and for adhering to a woods-and-waters view of which problems count as “environmental” that disregards the importance of neighborhoods, workplaces, and cities. Public lands owned by the Bureau of Land Management are increasingly being used for photovoltaic (PV) system development. Although numerous policies support PV deployment on public lands, those managed by the Bureau of Reclamation have not been considered for PV development. Hydro-electric embankment dams, both publicly and privately owned, may have the potential to be development sites for distributed PV systems. A technical feasibility report was conducted for a case study of a PV installation on Trinity Dam, Trinity County, CA, and found embankment dams could potentially be feasible development sites. Abstract

Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record. Similarly, bare ground declined, woody species increased slightly, and the floristic quality index was relatively stable with …

Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. Arsenic is the most concerning groundwater contaminant for health because of its toxicity and widespread natural occurrence. Most residential wells in arsenic-affected areas have not been tested for arsenic; the success of community programs and efforts to motivate testing is limited by a range of psychological, situational, and socioeconomic barriers. Scientists, policy makers, and managers use ecosystem services and biodiversity metrics to inform management goals of novel ecosystems. Fragmented knowledge of the ecosystem services provided by novel ecosystems contributes to disagreement over these systems and how they should be managed. To address this gap, we conducted a systematic review of refereed articles to understand how novel ecosystems have changed ecosystem services and biodiversity. Despite anthropogenic drivers of change, we found that the literature on novel ecosystems is focused on ecological rather than social aspects of novel systems.
