Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. On Dec 15, 2018, in the town of Katowice, Poland, diplomats from 200 countries adopted a detailed set of rules to uphold and implement the Paris Agreement, the international treaty drafted by United Nations Framework Convention on Climate Change (UNFCCC) to reduce greenhouse gas emissions. This deal will require every country to track its emissions and climate policies by following a uniform set of standards. Furthermore, countries are to cut their emissions ahead of the next round of talks in 2020. Climate change is a complicated problem, one that will not be solved by national governments alone. Can Uber And Lyft Save Public Transit?, Emily Zheng

I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. Available stopover habitats with quality foraging opportunities are essential for migrating waterbirds, including Whooping Crane (Grus americana). Several studies have evaluated habitats used by Whooping Crane for roosting throughout its migration corridor; however, habitats associated with foraging and other diurnal activities have received less attention. We used data collected from 42 Whooping Crane individuals that included 2169 diurnal use locations within 395 stopover sites evaluated during spring 2013 to fall 2015 to assess diurnal habitat selection throughout the U.S. portion of the migration corridor. We found that Whooping Crane selected wetland land-cover types (i.e., open water, riverine, and semipermanent wetlands) …

The Aransas-Wood Buffalo Population (AWBP) of Whooping Cranes (Grus americana) has experienced a population growth rate of approximately 4% for multiple decades (Butler et al., 2014a; Miller et al., 1974). Population growth for long-lived species of birds is generally highly sensitive to variation in adult mortality rates (Sæther and Bakke, 2000). A population model for endangered Red-crowned Cranes (Grus japonensis) in Japan conforms to this pattern, where growth rate is most sensitive to adult mortality (Masatomi et al., 2007). Earlier analyses observed that the AWBP growth rate increased in the mid-1950s and that this increase was likely caused by reduced …

This thesis examines how global and local governance has combined to deliver effective and sustainable public transportation in cities by comparing Bogotá’s bus rapid transit (BRT) system, TransMilenio, with Medellín’s mass transit system, STIMVA, often referred to as Metro de Medellín. After considering the rationales used to justify local and global authority over climate change, this analysis problematizes the supposed benefits of empowering global and local actors by highlighting the conflicts of interest that plague the elites who mediate the global and the local. On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.

This dissertation applies feminist theory to investigate women’s participation in wildlife-based recreation and how natural resource management organizations conduct stakeholder engagement in a North American context. Gendered social processes, including norms and expectations, as well as gendered cultures, can constrain women’s participation in recreation through social sanctions and disenfranchisement. Gender and leisure scholars have studied these dynamics in sport and leisure contexts, but how individuals negotiate these constraints is understudied in a wildlife-based recreation context. In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). Western sciences typically make up most of the evidence decision-makers use, but because people are boundedly rational in understanding and incorporating it—politics, values, and beliefs impact thought processes— scholars and policymakers also include other types of knowledge to make decisions. Mineral and hydrocarbon extraction and infrastructure are increasingly significant drivers of forest loss, greenhouse gas emissions, and threats to the rights of forest communities in forested areas of Amazonia, Indonesia, and Mesoamerica. Projected investments in these sectors suggest that future threats to forests and rights are substantial, particularly because resource extraction and infrastructure reinforce each other and enable population movements and agricultural expansion further into the forest. In each region, governments have made framework policy commitments to national and cross-border infrastructure integration, increased energy production, and growth strategies based on further exploitation of natural resources. Plastic pollution has recently become a widely studied topic, yet research on microplastics has remained lacking for specific geographic regions. Microplastics are small plastics resulting from degradation or the dumping of raw material and can lead to deleterious impacts on the coastal marine environment and its organisms. The industry can also produce detrimental environmental impacts, including injuries to threatened and endangered marine mammals and damage to marine ecosystems. There are a host of state and federal legal and regulatory mechanisms in place to protect marine mammals and their habitat. Some of these are more effective than others, and all exist within a continually evolving political and economic landscape. ‘‘Strategic habitat conservation’’ refers to a process used by the U.S. Fish and Wildlife Service to develop cost-efficient strategies for conserving wildlife populations and their habitats. Strategic habitat conservation focuses on resolving uncertainties surrounding habitat conservation to meet specific wildlife population objectives (i.e., targets) and developing tools to guide where conservation actions should be focused on the landscape. The outcomes of prairie reconstructions are subject to both unpredictability and complexity. Prairie, tallgrass, and mixed grass reconstruction is defined as the planting of a native herbaceous seed mixture composed of multiple prairie species (10 or more) in an area where the land has been heavily cultivated or anthropogenically disturbed. Because of the unpredictability and complexity inherent in reconstructions, some outcomes end up being failures dominated by exotic species. We propose that these failures follow a fat-tailed distribution as found in other complex systems. Fat-tailed distributions follow the Pareto principle, where 80% of the time reconstructions work as expected but …
