Motivation, self-esteem, achievement and the development of tolerance and acceptance of others -- these are the goals that most, like Crain, et al., have come to accept as legitimate objectives of public schooling. Yet, there is substantial opinion that the public schools of Boston have been unable to achieve standards in these areas that are acceptable to the public, the students who occupy the schools, and the professionals who run them. For example, a recent survey of Boston residents' attitudes toward the schools indicates that approximately 3/4 of all respondents -- irrespective of race, or whether there were any school …

The desirability of randomized experiments (see Gilbert, Light, & Mosteller, 1975) and the usual need for quasi-experimental designs (because real programs rarely can be administered randomly) are staples of the evaluation literature. Campbell (1969) and others long have advocated the need for acquisition and analysis of longitudinal data in such evaluations.

Today's graduate students dutifully study trend data from the famous Connecticut crackdown on speeding and the British Breathalyser experiment to learn how graphs can be interpreted to shed light on possible program effects. Inevitably, the data portrayed represent zero-order effects. An outcome is plotted over time, or several graphs …

The Cost To And The Public Relation Effects Of Federal Education Dollars To The Local School District, Raymond L. Cooper

The costs and public effects of using federal vocational education dollars in the local school district were studied. Twenty-five Washington school districts were randomly selected. Financial data were compiled and a survey distributed to these schools. The results showed increased use of federal vocational monies resulted in increased local administration, as school size decreased use of federal monies decreased, smaller schools spend more money per student, and local advisory committees feel that vocational education needs federal monies.

This is the Third Annual Report on the independent evaluation of the California Master Plan for Special Education, which was mandated in Assembly Bill 1250 and Senate Bill 1870. It contains the findings from follow-up studies in six Master Plan (MP) and four non-Master Plan (NMP) areas during 1979-80. The findings are based on responses of administrators, support personnel, and special education and regular classroom teachers to question­ naires and to questions asked during interviews conducted by SRI staff mem­ bers during 1-week visits to each of the 10 sites. This study was a statewide survey that attempted to determine the value of Texas history programs and the status of the materials available. Information was gathered in a survey of selected schools with an Average Daily Attendance of at least 10,000 students during the 1979-1980 school year. The data was summarized and analyzed in eight tables. The conclusions of this study Indicate; (1) the movement to eliminate the required teaching of Texas history is in great disfavor with the teachers of Texas history; (2) the state required minimum of 24 hours of history is considered adequate; (3) most school districts …

Problem. The purpose of this study was to investigate the impact and influence of Indiana public school teachers and teachers unions on the political system of Indiana, 1956-1976. Method. Legislators were contacted personally durinB the 1976 General Assembly, using a questionnaire to structure a short interview. Those legislators who were not accessible during the thirty-day session of the Legislature were mailed a copy of the questionnaire along with a letter of explanation and two reference letters. Based on the entire population of 150 legislators, 120 legislators responded, representing a return of 80 percent. The responses of both the interview group …

The Significance Of Projecting Enrollment In Determining School District Apportionment Revenue In Washington State For 1979, Charles M. Plesha

The enrollment of the Sunnyside School District for the 1979-80 school year was estimated. This enrollment figure determined the potential staff allocation size, which in turn determined the 3010 apportionment revenues from the state. Revenues, likewise, determined the district's 00, 30 and 97 programs' staff expenditures. Those predictions were made for the general fund budget only. In addition, other revenues received from the state by Sunnyside School District, which effected the 3010 apportionment account, were explained. Actual historical enrollment data of Sunnyside School District No. 201 were utilized to make all projections as meaningful as possible.

Within the past decade the emphasis in school finance research has been toward formulating financing models to solve the inequities in educational opportunity. School finance research has concentrated, generally, on structuring school finance alternatives based on school district fiscal behavior. However, these studies did not analyze in detail the school finance alternatives' impacts on the individual taxpayers. The problem remains that, while various school finance alternatives may attain equal educational opportunity by equalizing the level of expenditures among school districts, they could expand the tax burden distribution inequities.

The purpose of this study was, first, to examine and critique the more popular incidence sources for handicapping conditions in the school age population, and second, to establish reasonably reliable base line data on which the future analysis of special population groups can be grounded. On the basis of this study, we suggest that the National Center of Health Statistics estimates become the primary source for further analysis due to both their reliability and comparability. It is questionable whether these figures could be refined further by conducting an independent national survey of school children. Data reliability is important, since even …

Repeated inquiries and statements are made about the number of American Indian students who drop out or are pushed out of school. The Waxes noted that while drop-out rates are difficult to calculate because of a shifting population and absence of centralized, accurate records, current figures indicate that about one-half of those who enter the primary grades drop out before entering high school. Furthermore, only about a third of those entering school actually graduate. A study of Pima and Papago schools revealed much the same trends. The educational establishment is now reflecting the concerns of womanhood. Grudgingly, and even painfully, it seems to some, the large and complicated system of formal education acknowledges the existence of practices which are sexist both in conception and operation. At one level this sexism is directed, at many levels of awareness, toward the functionaries of the system. The economic oppression of teachers, who are mostly female, is an obvious expression of the phenomenon. Another benchmark is the limited career development opportunities available to women as educational managers and academics.

A Study Of The Controversy Over Section 1001 (F) Of The National Defense Education Act, Janet Owens Tibbals

This paper examines the significant controversy surrounding Section 1001 (f) of the National Defense Education Act of 1958, which mandated that all students receiving federal loans sign a loyalty oath of allegiance and a disclaimer affidavit. The disclaimer affidavit required applicants to deny membership in or support for any organization advocating the illegal or unconstitutional overthrow of the United States government. While proponents like Senator Karl Mundt and Representative Graham Barden argued these measures were necessary to protect national security and safeguard taxpayer funds from subversives, the requirements met immediate and widespread resistance from the academic community.
