This fact sheet reports data on workforce demand for middle-skills jobs across five high-paying occupational categories: healthcare, management, blue-collar, protective services, and STEM. The Georgetown University Center on Education and the Workforce report, “Missed Opportunities: Credential Shortages in Programs Aligned with High-Paying Middle-Skills Jobs in 55 US Metro Areas,” includes metro-level data on 55 metro areas in the United States in 2024.2 This fact sheet focuses on data for five Mountain West metro areas, including Denver-Aurora-Lakewood, CO; Las-Vegas-Henderson-Paradise, NV; Phoenix-Mesa-Chandler, AZ; Salt Lake City, UT; and Tucson, AZ.

Toward A Local Governance Model For Green Building Regulation: Lessons From A Philippine City, Mikaela Amihan S. Arrosa, Aileen V. Lapitan

The study analyzed local governance in implementing green building regulations in a city in Metro Manila, Philippines, through a case study. Compliance rates were calculated by comparing projects with Green Building Compliance Certification to those with Green Building Pre-Compliance Certification issued by the city. The Delphi method explored environmental sustainability implications of compliance, while key informant interviews and policy landscape analysis identified the factors affecting Green Building Code management. Fewer than half of the pre-compliance and construction permit holders also received occupancy certificates. The intensifying impacts of climate change have become more evident in recent years. While policies and programs have been implemented in the Philippines for decades, questions remain about how climate change is understood and experienced by fishing communities, the country’s poorest sector. By applying the Ecological-Symbolic Approach, this paper inquired into the fisherfolk’s social definition of climate change. A Qualitatively Driven Sequential Explanatory (QualDSE) mixed-methods design guided the study in developing an informed, substantiated, and context-based definition of climate change. This definition was also analyzed vis-a-vis the widely held definitions in national climate policy.

Policy uncertainty threatens access to affordable medical care, yet few studies have examined how it shapes what people search for online. This study examines whether economic policy uncertainty predicts mental health information-seeking behavior by analyzing daily Wikipedia pageviews from July 2015 to April 2026 using a time series model. Results show that as economic policy uncertainty increases, there is an increase in pageviews on Wikipedia for suicide related information. When there is an increase in those searching for information on pages about depression and pages about anxiety, there is also an increase in pageviews on Wikipedia for suicide related information. …

California's Global 2030 initiative set an ambitious target: half of all K-12 students to achieve bilingual proficiency by 2030. This qualitative study examines whether Dual Language programs (DLPs) in California's major metropolitan areas are positioned to meet that goal. Drawing on ten semi-structured expert interviews with researchers, administrators, teachers, and nonprofit advocates, the study identifies four central challenges: inadequate student preparedness, chronic underfunding, insufficient teacher training, and a failure to connect students to their cultural heritage. The findings reveal that California lacks the infrastructure, data systems, and financial commitment necessary to achieve the 2030 goals. The authors recommend establishing a …

To fill the gap in the current literature, the purpose of this dissertation was to explain how and why Street-Level Bureaucrats (SLBs) in public higher education helped psychologically at-risk students during the pandemic. This qualitative study was intended to examine the role of SLBs in public higher education as it relates to their utilization of administrative discretion when advising psychologically at-risk students. This paper explores the origins of the student loan debt crisis and proposes tying university incentives to graduates' repayment plans and disclosing median earnings for degrees before students apply. Specifically, while there are numerous factors explaining why the price of education has increased dramatically since the 1970s, this paper proposes solutions that will specifically target university moral hazards by requiring universities fund: (1) the current subsidies to federal student loan repayments under income-driven plans as the House of Representatives intended before the Senate removed "risk-sharing," and (2) bankruptcy law discharge amounts. Regional comprehensive universities (RCUs), in particular, occupy a distinctive position as access‑oriented, community‑embedded public institutions; yet sustainability efforts at these institutions often unfold under conditions of limited resources, diffuse responsibility, and informal governance. This paper deals with a case study that uses the best-fit framework to analyze the challenges faced by the HEIs in facilitating the effective delivery of extension services.
