According to the National Center for Health Statistics, the teen pregnancy rate rose by 3% between 2005 and 2006, presenting the first increase since 1991. These findings are troubling in light of the consequences of teen pregnancy to teen mothers, their children, and society in general. Many commentators suggest that one method of reducing the rate of teen pregnancies is through sex education programs, particularly in the public school system. However, despite the fact that discussions of sex education in public school have been present since the 1920s, polls indicate that there is still a portion of the public that …

The current system of public education in Oaxaca is riddled with problems too numerous to list here. There is an obvious need for reform or for a new system all together. The argument presented in this paper is that the latter is not a feasible option for most in Oaxaca, especially for rural indigenous communities. For reasons explained throughout this study, it is necessary to work within the present confines of the existing education system in order to make significant improvements in the quality of education for these communities. Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. These gaps in achievement show that the benefits are not reaching all children. Latinos especially, but also African American children, are often left behind in a state with excellent academic institutions. Examining …

The education system in Australia is fundamentally unfair and undemocratic. It fails the fundamental test of giving a fair go to every student, because access to the best education is not equally available to all young Australians. Instead, it depends on parents’ capacity and willingness to pay. Discrimination for the privileged elite is based, not on race, but on financial resources. In the United Kingdom, where a similar situation exists, there has been much public debate about ‘educational apartheid’! In 2003, there were 586,523 international students in U.S. institutions. International students make up 13 percent of U.S. graduate students, and account for one-fifth of all doctorates. Some students remain in the U.S., while others return to their home countries. Either way, however, international students represent a very significant portion of the U.S. higher education field. Yet the literature on international graduate students is surprisingly sparse. While there are many studies of the international graduate student experience, they tend to focus mostly on language acquisition, academics, acculturation and social adaptation. Articles

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …

The Grace E. Harris Leadership Institute Publications

The purpose of The1% Campaign is to raise scholarship funds for first year VCU students who are dependents of VCU/VCUHS employees. Honoring Dr. Grace E. Harris, this fund will eventually provide tuition and fees for new students for need-based and/or merit-based scholarships. The ultimate goal of The 1% Campaign is to entirely fund one percent of the entering first year class which is approximately thirty to thirty-five students. The recipients will be named Grace E. Harris Scholars.
