In response to the No Child Left Behind Act of 2001, state departments of education, including the Arkansas Department of Education (ADE), established rules to define a “highly qualified” teacher (HQT). While the spirit of this provision is clear and reasonable, the devil is, of course, in the details. That is, what exactly does highly qualified mean? Observers had good reason to be suspicious early on when many states claimed to have 95% or more of teachers being highly qualified. The federal Race to the Top is a national competition between states intended to support education reform and innovation in classrooms. States at the forefront of school reform are eligible to compete for $4.3 billion in Race to the Top grants. Since this is a competitive grant, it is possible that some states will not receive awards, and President Obama assures that “politics won’t come into play.”

The purpose ofthis study was to explore the academic leadership experiences of foreign-born African immigrants who occupied mid- to senior-level positions of leadership in American colleges and universities. The study explored the cha1lenges and opportunities foreign-born African immigrants faced as they aspired and moved through various leadership positions in United States (U.S.) institutions of higher education. Detailed interviews were conducted with six foreign-born African academic leaders who currently or previously occupied academic leadership positions in the United States. Participants were from Ghana, Nigeria, and Kenya, and they occupied academic positions of directors, departmental chair, and associate provost. Seven themes emerged …

This study analyzes the impact of armed conflicts on the development of education policy and particularly science education program in Uganda. Since independence from the British colonial rule, Uganda has experienced a series of armed conflicts, with the most devastating being the 21 years of conflict in Northern Uganda.

There were three primary purposes of this study. First, the study sought to increase the knowledge base of motivations that females hold for assuming the school superintendency while simultaneously comparing and contrasting results with male counterparts. Second, the study analyzed the degree to which motivations for assuming the superintendency were realized once the female assumes the position. The Individuals with Disabilities Education Act, last amended in 2004 (IDEA 2004), encourages parents and educators to work collaboratively, emphasizing that as a team they are uniquely suited to make decisions that help improve the educational experiences and outcomes of children with disabilities. The Advancing Parent-Professional Leadership in Education (APPLE) Project was funded to develop the leadership skills of parents individually and within their communities. The project took place in Massachusetts, where school districts are required to have a special education parent advisory council (SEPAC).

Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities. Since the 1980's, the tuition at public colleges and universities has increased at a rate far beyond that of normal inflation. During this period, many public institutions have increased their tuitions exponentially, while others have chosen or been able to retain stable and relatively inexpensive tuition rates. The aim of this study was to examine what policies and external trends are responsible for public institutions having such wide variation in their tuition costs.
