Evolving economies in Craig and Salida, CO, spurred community interest in joining Colorado Mountain College’s taxing district and bringing the college to their communities. When they sought to join, Craig had a local college embedded in its community that was governed by a state-level board; in contrast, Salida had no local college of its own. The two communities’ pursuit of a locally governed college raised a question about governing boards and whether one type of governing board might serve rural communities better. Recruiting, Retaining, And Culturally Sustaining Latine Teachers In A School District With A High Population Of Latine Students, Lisa Garcia Simms

Latine students make up 52% of the Denver Public Schools (DPS) population, yet only 23% of its teaching force is Latine. This imbalance has real implications for student experience and opportunity. In 2024, DPS commissioned the La Raza Report, which detailed challenges faced by Latine students and educators and called for systemic improvements. The findings highlighted a clear need to strengthen recruitment, retention, and culturally sustaining support for Latine educators.

This dissertation explores the lived experiences of Black women engaging with employer-sponsored tuition assistance programs, focusing on how social, structural, and identity-based factors shape their educational and professional trajectories. While these benefits are often framed as neutral tools for career advancement, this study examines them through the intersecting lenses of race, gender, and labor, revealing deeper dynamics of access, value, and belonging. Guided by a qualitative narrative inquiry approach, this study employed a multi-modal data collection design involving video diaries, semi-structured interviews, and a focus group. The study focused on the disparity in educational opportunities between urban and rural areas. This has been one of the most debated topics in China, especially when related to Guangdong Province. This dissertation explored how disparities in urban-rural educational outcomes influence individual career attainment and income levels and discusses the broader socio-economic implications of such disparities. This study positioned its analysis within the structural-functionalist framework and underlined how inequities in educational resources affect career outcomes. While Western scholarship on First-Generation College Students (FGCS) is well-established, research on FGCS in mainland China remains underdeveloped, despite the group’s substantial size and critical role in social mobility. This study examines the disparities between FGCS and Non-First-Generation College Students (Non-FGCS) in cultural capital accumulation, university major selection, academic adaptation, and career planning. Grounded in cultural capital theory and social cognitive career theory (SCCT), the study employs a mixed-methods approach, combining qualitative in-depth interviews and quantitative surveys to explore how familial cultural capital influences educational and career trajectories. Teachers are critical to education production. Yet, recruiting and retaining teachers has remained challenging, particularly in high need fields, at schools serving a high proportion of students from low-income backgrounds, and from racially diverse backgrounds. To incentivize enrollment in teacher preparation programs and to support teacher candidates through degree completion, the federal government implemented the Teacher Education Assistance for College and Higher Education (TEACH) Grant in 2008. The TEACH Grant offers undergraduate and graduate students up to $16,000 and $8,000 in grant aid, respectively, to pursue degrees in high need teaching fields. Disabled college students face significant barriers to degree completion, including systemic inequities in financial aid policies. This Issue Article investigates financial aid policies that unfairly limit aid to disabled students, at times forcing them to choose between maximizing their financial aid and the recommended accommodations to which they have a legal right, such as a reduced courseload. We highlight how current policies, including Pell Grant proration, Satisfactory Academic Progress (SAP) requirements, and lifetime funding caps, create financial and administrative burdens that disproportionately affect disabled students. ABSTRACT: This article examines the structural constraints of the United Nations Security Council, with a focus on the veto power of its permanent members and its implications for intervention and peacekeeping. Through a realist lens and grounded in structural analysis, it contends that the recurrent paralysis of the Council in the face of mass atrocities stems from entrenched power asymmetries. The paper advances a bifold proposal: the adoption of the French-Mexican initiative to suspend veto use in cases of mass atrocities, and the entrenchment of the Council’s authority to authorize the use of force under defined conditions. This paper examines the impact on the South Korean Cultural Entertainment Indus- try(CEI) of China’s “Korea Limitation Order”. In November 2016, Beijing restricted South Korean artists from holding concerts and the broadcast of South Korean TV dramas and banned cooperation between the two countries in the entertainment in- dustries. This paper focuses on the effect this had on exports of cultural products and relating industries from Korea, and how Korea was able to adjust to this geopolitical shock. Does Bilingualism On Resumes Affect Callback Rates?, Autumn Halfpenny

I study the influence of bilingualism in Spanish on the likelihood of receiving a callback for female customer service positions in the Chicago area. Data are collected from sixteen unique resumes submitted to 131 different job postings in an audit study, with applicants differing in bilingual ability. Bilingualism in Spanish significantly in- creases the likelihood of a callback by 17.86%-25.4%, implying bilingualism is valued in customer service roles. This suggests that bilingualism in Spanish may increase job prospects. While previous research studies this using observational and survey data, I use an audit study design with resumes to obtain causal results. …

The Effects Of Pandemic School Closures On Standardized Testing Outcomes: Evidence From Connecticut, Michael Manieri

During the Covid-19 pandemic, schools around the nation closed to prevent the virus’s spread. Following these closures, students’ performance on standardized exams worsened. Using a two-way fixed effect model with district and year fixed effects, I examine if the use of non-traditional schooling modes (i.e. hybrid and virtual) during the pandemic is associated with lower ELA and Math proficiency rates in Connecticut public schools. I find that Connecticut public school districts’ Math and ELA pass rates on the annual Smarter Balanced exam significantly decreased as they used higher levels of virtual and hybrid education. Digital transformation in Jamaica’s education sector, significantly spurred by the COVID-19 pandemic, represented a seismic shift on this small Caribbean island I call home. This transformation was central to national education reform and involved multiple projects aimed at modernizing educational delivery, infrastructure, and the supporting ecosystem. This study explored the multifaceted implications of these initiatives through qualitative research conducted with ten key stakeholders, complemented by a review of publicly available materials. This quality improvement project focuses on optimizing the intake process for the Removal Defense Program at a nonprofit immigration legal office serving asylum-seeking clients. The existing intake relied on unstructured, phone-call-based intake interviews that gathered incomplete information, leading to inconsistent documentation, reduced efficiency, and significant client processing delays. A structured, multilingual, and multiplatform new-client admission protocol coupled with the implementation of a client-facing resource guide for waitlist clients were co-developed and implemented using the Lippitt Change Theory framework. Trauma responsive practices are a type of educational practice currently being utilized in our schools. Our students come to school every day with some type of trauma which is a negative event that a child experiences. Types of traumatic experiences could be in the form of a natural disaster, car accident, or some type of abuse. The current study examined barriers that schools experience when implementing trauma responsive practices. The schools were examined further to investigate whether or not there were differences in barriers in rural, suburban, and urban school districts in the state of Indiana.

The presence and engagement of Black faculty members in higher education can significantly impact Black students' college experience in their first year, especially at historically and predominantly White institutions. Thematic interpretation is widely promoted as being integral to an effective interpretive program. Some studies have suggested that thematic interpretation may enhance visitor outcomes; however, park visitor demographics have changed over the last decade, and others have suggested alternative approaches. In this study, we systematically observed live interpretive programs at 330 programs at 52 National Parks across the United States, monitored the extent and characteristics of theme usage, and collected visitor surveys immediately following each program. This phenomenological case study examines the role of empowerment within the “Sisters Lifting as We Climb Network” through the experiences of Black women participants in Pittsburgh, Pennsylvania. Utilizing in-depth semi-structured interviews, the research investigates the organization's origins, evolution, and social support mechanisms that foster empowerment, as well as participants' experiences with programs and activities over the past nine years. Additionally, the study identifies areas for organizational improvement to further enhance participant empowerment.
