Collective Begging At Its Best: Labor-Management Relations In South Dakota, Gary Aguiar

Public employee labor unions in South Dakota possess a feeble set of bargaining rights, so weak it should be considered “collective begging.” However, our recent contract contains significant victories despite decades of playing defense. What lessons can be learned from this experience that might help other similarly situated faculty unions? What does this case study teach us about the disparity of power, especially where labor has fewer legal and political tools than management? I apply DiGiovanni’s (2011) typology of “intangible influences” on collective bargaining to explain our success. As DiGiovanni predicts, history and timing played a large role in influencing …

SUMMARY OF ARGUMENT

The Governor confines her argument in this amicus brief to whether the superior court correctly concluded that the education tax credit program enacted under RSA § 77-G violates Article 83 insofar as it permits organizations authorized to receive donations subsidized by the credit to use those donations to fund student scholarships to religious, non-public schools. In the Governor’s view, the superior court’s finding of unconstitutionality was correct.

The apex of China’s 1911 Republican Revolution, the election in Nanjing of native son Dr. Sun Yat-sen, heralded an historic break with autocracy. Tragically, Sun Yat-Sen’s democracy did not last long. A bitter period of feudal strife followed as warlords sought to carve fiefdoms out of the young republic. Humiliating concessions to Japan under the Versailles Treaty added to the new republic’s problems. Continuing violation of China’s sovereignty spawned the May 4th, 1919 student movement in Peking. Reverberations from May 4th helped launch a small communist party cell in Shanghai and a larger democracy movement across the country.

National educational reform efforts are now focusing on improving the quality of and accessibility to quality early childhood programming for children to decrease economic and achievement gaps. However, providing opportunities for quality early childhood programs for low-income children is not a new phenomenon. Head Start, a comprehensive school readiness program, was launched almost 50 years ago to provide quality preschool programming and services for children and families living in poverty. Nationally, 48% of children under the age of five live in poverty with 66% of Black children living in low-income families. The state in which this study took place, 77% …

The goal of this BRIEF was to compile and analyze the available evidence of the impacts of public charter schools on students and schools. Using a series of five common claims made by proponents and opponents of public charter schools as an organizer, the existing empirical evidence was reviewed. The analysis revealed that student performance in charter schools is very mixed. In some cases studies have found positive effects in achievement, others negative effects, and still others no effects. The presence of charter schools has resulted in positive changes in some traditional public schools, while in other cases there appear …

Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Young adult literature is a medium that catapults our youth into fictional realms, gives them courage, and prepares them for realities of our world. As a female warrior, having served as a soldier in Afghanistan, I learned firsthand what a female warrior must be. While there are many YA novels written with women warriors as main characters, there’s a significant lack of female warrior representation that resembles our modern day military and the trials female warriors face in a primarily male-dominated field.

Where Schools Close In Chicago, Randall K. Johnson

It is often assumed that schools close, disproportionately, in disadvantaged parts of Chicago. The assumption, however, has yet to be substantiated by research. As a result, this article tests the assumption in order to explain where schools close in Chicago. It does so by introducing a new Chicago Public School (CPS) closings dataset. The dataset sheds some light on the phenomenon by identifying 130 schools that closed, twenty-seven ZIP codes that experienced CPS closings and three demographic characteristics of these ZIP codes. In the process, this dataset helps to explain how CPS closings relate to race, income and location.

In this study, average college success is defined by six outcomes. The outcomes consist of the average first-year college GPA, average hours completed, percentage of students returning for a second year, percent of students receiving a GPA above a 3.0, percent of students completing 30 plus hours in their first year, and the average college math GPA. This research project explored teachers’ beliefs of violence prevention approaches and self-efficacy. Relevant research indicates the value of violence prevention and conflict resolution education as well as the importance of teacher support of such programs. Theories of decision-making and self-efficacy provide the foundation for the variables that were examined through use of a survey instrument developed by Dr. K. King and Dr. T. Kandakai. Participants were sampled from two Florida school districts. Independent variables included teacher background and experience indicators including demographics and teaching/training experience. This longitudinal study examined associations between changes in School Connectedness and changes in Affiliation With Deviant Peers among students from high-poverty backgrounds during the year immediately following the transition to middle school. Sixth-graders (N = 328) attending two middle schools in a large school district completed measures of School Connectedness and Affiliation With Deviant Peers at three points across the year. Results from parallel process modeling showed that students’ reports of School Support significantly declined across the school year, School Support and Affiliation With Deviant Peers were negatively associated at the beginning of the school year, and students who reported …
