The Public School Choice Act of 2013 (Act 1227) allows students to transfer to a nonresident district. Previous school choice law restrictions based on race, were removed in the new law. As a result, concerns have been raised about the possible negative impacts of choice on districts’ racial balance. This brief addresses these concerns by examining the impact of the Public School Choice Act of 2013 on district enrollment and racial integration.

Economic activity in the State of Nevada’s economy from the spending of the UNLV School of Medicine will remain inside the state as well as fresh dollars that will flow inside the state because the medical school will generate general fund revenue through a wide variety of taxes. Tripp Umbach estimates that every fresh dollar in economic impact from the UNLV School of Medicine will generate 4.9% in state general fund revenue. As the UNLV School of Medicine matures, the Return on Investment (ROI) to the State of Nevada’s economy will grow.

Well-known social scientist William Wilson notes the Black underclass is particularly at risk of developing behaviors and attitudes that promote educational and social isolation. This situation has become characteristic of America's inner cities (Wilson 1996). Education as the great arbiter of social mobility seems to be less true for America's most vulnerable Black students. Low-income Black students graduate high school at a much lower rate than their middle- to upper-income counterparts. This statistic prompts the examination of low-income (vulnerable) students and their high school educational outcomes.

During the first decade of the 21st century, Chancellor Joel Klein and Mayor Michael Bloomberg oversaw a radical transformation of the New York City Department of Education (NYCDOE) into a portfolio management district in which the primary responsibility of the NYCDOE was not to develop the capacity of school leaders or teachers, but instead to create a marketplace through which strong schools could be created and failing schools could be closed. This brief is about how prior military experience impacts veterans' mental health during transitions into academic life as college students. For policy and practice, student service members and veterans should seek help from on-campus mental health resources when needed, and faculty and staff should offer dialogue to educate civilian students about student service members' and veterans' experiences during transition; the VA should partner in academic institutions' efforts to improve and/or maintain student service member/veteran mental health. Suggestions for future research include drawing data from a larger and more diverse sample of both universities and student service members/veterans.

This brief is about how student veterans' military experiences impact their social and higher education experiences. In policy and practice, student veterans should seek help from faculty and staff, and universities should be available to address the needs of student veterans; the VA should increase its partnerships with universities to allow for additional access to resources for student veterans, and policymakers should support universities in creating student veteran centers. Suggestions for future research include expanding the size and diversity of the sample, reducing constraints on participants, and allowing for group-sharing experiences within the study.

The 19 th annual report - Quality Counts 2015 - was released in January. Overall, Arkansas received an grade of C– and was ranked 36th among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

The goal of this research was to determine if there are statistically significant differences in learning between different categories of students apart from the influences of school. The foundational assumption is that student academic achievement is a product of both in-school and out-of-school factors. While there are many breaks from schooling during the calendar year, the largest by far is the summer recess. This study examined student achievement data measured at the end of one school year and then again at the beginning of the next school year. This study examined attitudes and perceptions of high school principals/assistant principals with regard to bullying in their schools. Bullying is a pervasive, unacceptable form of aggression that has negative consequences, both for the bully and the victim. School principals are charged with the responsibility of creating a safe environment for students, by effectively combating any aggressive behavior that could harm a student. The extent to which principals are able to combat bullying, may depend largely on their attitudes and perceptions of bullying behavior in their schools. Record reviews of public figure, primary/secondary school, and workplace threateners and attackers displayed the importance of noticing pre-incident behaviors and intervening to prevent violence. General crime prevention strategies did not appear applicable. Similarly, campus threat assessment research has considered targeted violence as distinctive and unable to be reviewed within general collegiate samples, which has related to questions about the prevalence, predictiveness, applicability, and reporting of pre-incident behaviors. This article applies general criminological and crime prevention findings to these questions and presents campus threat assessment methodologies informed by these fields. The purpose of this phenomenological study was to explore the lived experiences of Spanish-speaking men in the United States with limited English proficiency following their release from prison. The study specifically examined the experiences of these men in their efforts to access health care treatment, housing, education, and employment in Central Pennsylvania. An empirical, phenomenological research design was employed that used self-stigma, critical race, and self-determination theories for in-depth interviews with 8 men who spent 5 to 24 years in prison. In 2014, the Federal Aviation Administration (FAA) highlighted to the U.S. Senate the need to focus on air traffic control (ATC) training to meet job qualification and attrition rates within the career field. One U.S. Department of Defense military service assists the FAA in providing worldwide ATC services. This service is referred to as the agency throughout this paper to ensure confidentiality. The agency's ATC career field manager echoed the FAA's call for action in his 2014 Strategic/Action Plan. In August 2013, the agency's ATC trainer program was published.
