Program for the 2017 MLK Keynote Address: Emory Douglas. An artist, educator and human rights activist, Emory Douglas served as the Minister of Culture for the Black Panther Party from 1967-80. Best known for his political drawings and cartoons in the Black Panther Newspaper, he articulated the injustices experienced by African Americans living in the inner city, the growing militancy and organization among urban black youth in the face of police violence and the need for community-based social programs. 2017 MLK Keynote, Emory Douglas discusses the process, meaning and impact of his artwork then and now.

Research Brief: "Experiences Of Veterans Transitioning To Postsecondary Education", Institute For Veterans And Military Families At Syracuse University

This study found that more than 500,000 veterans are currently enrolled in post-secondary education (PSE), with more expected to enter as active duty deployment is scaled back, while there are three major challenges: repurposing their military experience, reconstructing their civilian identity, and navigating PSE. In practice, veterans enrolled in post-secondary education (PSE) should continue utilizing services available to them both on and off campus. In policy, policymakers might consider allocating additional funds to VRCs on university campuses, and the Department of Defense (DoD) might offer additional resources to transitioning service members to help smooth the process. Education Week released their 21st Quality Counts report last month. In addition to the annual grades, this year’s report takes a comprehensive look at the steps states are taking to turn their blueprints for the federal Every Student Succeeds Act’s to a finished structure. Overall, Arkansas received a C– and was ranked 43rd among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

Andrew Rotherham called her "a pretty mainstream pick." Rick Hess, purveyor of "straight talk" on education issues, informs us that DeVos is a "solid pick" who is "smart, thoughtful, and committed to doing what she thinks is best." This article looks at the effects of a national policy of research prioritization in the years following Ireland’s economic crisis. A national research prioritization exercise initiated by policymakers redefined the purpose of higher education research, and designed policies in line with this approach. Placing research for enterprise to the fore, it emphasized the economic value that subjects could return on state investments. This article examines the post-crisis policy of prioritization, its relationship with and effects on arts and humanities research, and how the notion of the benefit of research can be broadened while still addressing economic needs. This research offers new insights into the options available to individuals as they navigate an increasingly complex vocational education and training (VET) system. It explores the extent to which the consumer model of training, aimed at increasing student choice, is changing the dynamics between prospective students and registered training organisations (RTOs). The focus here is on examples from Victoria, the first state to initiate market reforms, by means of the Victorian Training Guarantee. This study was an examination of the minority student retention rate in a year-long bridge program. The retention rate of these students is 25%. University administration was concerned about the retention rate and its impact on future enrollment. Using Jack Mezirow's transformative learning as a framework of understanding, the purpose of this study was to identify successes and challenges that minority students experienced in the bridge program and how those experiences affected future decisions on retention. Registered Nurses use clinical documentation to describe care planning processes, measure quality outcomes, support reimbursement, and defend litigation. The Connecticut Department of Health, guided by federal Conditions of Participation, defines state-level healthcare policy to include required care planning processes. Nurses are educated in care planning process standards, however no policy-required competency verification processes in academia or employers exists. Guided by the advocacy coalition framework, the purpose of this quasi-experimental study was to determine if the quality of nurse coalition actors’ clinical documentation, a relatively stable parameter, would increase after attending policy-centered structured education. Dropout rates among American Indian students have not shown significant improvement since the implementation of the No Child Left Behind Act (NCLB) of 2001. While extensive research exists on the dropout phenomenon, no studies were found that addressed why some Navajo girls leave school and the role education narratives play in their decision. Accordingly, this study examined the narratives shaping federal and Navajo education policies in order to understand how these influence school programs. Since implementation of the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) standards for accreditation in 2009, public administration programs have been developing programmatic competencies that reflect NASPAA’s universal standards. Likewise, myriad efforts have analyzed data related to student and program progress toward achievement of these competencies. This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University. Job satisfaction is important to consider when developing strategies for recruitment and retention. The Public Health Workforce Interests and Needs Survey (PH WINS) conducted in 2014 was the first nationally representative assessment of the state public health workforce. Prior to this assessment, the job satisfaction of state agency public health workers and preceptor capacity had not been measured. This study fills the current research gaps by studying the job satisfaction among the applied epidemiology workforce, identifying factors influencing job satisfaction, and the describing the preceptorship capacity among epidemiologists. According to the Centers for Disease Control and Prevention, youth between the ages of 13 and 24 accounted for about 26% of all new HIV transmission cases in the United States in 2010, In young MSM specifically, there was a 22% increase in new infections from 2008 to 2010 (CDC, 2015). After Senate Bill (SB) 1720, exempt students enrolling in colleges in Florida no longer have to take a college placement test or enroll in developmental education courses before enrolling in college-level classes. SB1720 caused Florida colleges to find new methods of placement for incoming students, a concern because incorrect placement can have detrimental effects for the student and institution. Bounded rationality theory and Bahr's interpretation of student typology informed this study. This exploratory study compares the opportunities to learn mathematics intended and enacted between countries with high and low student average performance levels, according to the Trends in International Mathematics and Science Study (TIMSS). It analyzes the differences in OTL in relation to some of the factors that influence teachers’ instructional decisions. The analysis contributes to the knowledge about teachers’ role in the enactment of mathematics curricular policy and that of curricular governance.

This study addresses gaps in the theoretical and policy literature by examining the relationship between associate degree program credit requirements and four student outcomes: associate degree attainment, time to degree, final associate degree grade point average, and persistence. Using student unit record data, a longitudinal quantitative study of a cohort of community college students was conducted for the observational period of fall semester 2011 through winter semester 2016, in order to determine if community college students enrolled in academic programs with higher minimum credit requirements have different outcomes than students in programs with lower minimum credit requirements.

This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study.
