This Fact Sheet highlights information from a National Student Clearinghouse Research Center report titled, “Some College, No Degree: A 2019 Snapshot for the Nation and 50 States.” The data on re-enrolled college students in Mountain West states (Arizona, Colorado, New Mexico, Nevada, and Utah) show the percentage of individuals who re-enrolled at an academic institution other than their initial college or university.

Recent evaluations of reforms to improve low-performing schools have almost exclusively focused on shorter term effects. In this study, we extend the literature by examining the sustainability and maturation of two turnaround models in Tennessee: the state-led Achievement School District (ASD) and district-led local Innovation Zones (iZones). Using difference-in-differences models, we find overall positive effects on student achievement in iZone schools and null effects in ASD schools. Additional findings suggest a linkage between staff turnover and the effectiveness of reforms. ASD schools experienced high staff turnover in every cohort, and iZone schools faced high turnover in its latest cohort, the …

The purpose of this paper is to explore the relationship between how school leaders at both the district and school level make sense of a policy change and how that understanding affects implementation. Specifically, this study explores how different factors affect individual sensemaking and the effect that has on policy implementation. Using an embedded case study methodology, data were collected through sixteen, semi-structured interviews. Additionally, field observations and document analysis were conducted to triangulate the data. The Higher Education Act (HEA) Title V is designed to expand opportunities, increase attainment, and enhance institutional quality and stability of Hispanic-Serving Institutions (HSIs). The assessment of Title V goals relies on enrollment, retention, and graduation rates which reflect organizational outcomes that policymakers prioritized without deference to student population, institutional mission, and funding levels. Title V policymakers do not currently consider the ways HSIs centralize the racialized experiences of students and institutions do not uniformly collect or report cultural outcome data despite its relevancy to Hispanic student success.

In this personal account, the author recounts navigating a school uniform policy as a new teacher in a large public high school in Baltimore. He loosely situates this telling in the recent history of the public school uniform movement, of which Baltimore was central. Writing in an urgent present tense, the author details the many complexities posed by a rigid policy regulating students’ bodies. Unfolding over the course of a single school year, this article charts a system newcomer’s evolving understanding of the uniform policy, a school, and his students. In order to learn where there are gaps or insufficiencies in this sex education in the state of Rhode Island, twenty superintendents from public schools across the state were contacted by email and phone and asked to share their curriculum and resources. With limited resources, it is not surprising that taxpayers demanded greater accountability over state funds, and neoliberalism, a political ideology that prefaces a strong economy and individual marketplace choices, spread. Purpose: The purpose of this phenomenological study is to identify and describe the educational and social experiences that sparked the interest of female pilots as young women to pursue a career in aviation.

Methodology: This qualitative phenomenological study utilized semi- structured interviews to explore the lived experiences of female pilots, to understand if there were common social and educational factors which influenced them to become interested in aviation. Using convenience sampling, eleven pilots who hold a Federal Aviation Administration Commercial or Airline Transport Pilot’s License were selected to participate in this study.

Interactions Between Federal Education Tax Credits And State-Based Aid Programs: An Analysis Of State Budgeting For Higher Education, Anna Castrillo Bartel

Prior empirical analyses on federal education tax credits have concentrated on the individual and institutional unit of analysis. These outcomes indicate mostly null effects on promoting college enrollments, along with distribution to higher incomes, and mixed results on tuition and fee increases. This analysis utilized institutional and state unit of analysis over a longer timeframe, Tax Year 2001 to Tax Year 2016, using difference-in-differences estimation to analyze the effects of education tax credits. The results indicated states have decreased appropriations to public, two-year institutions (charging less than $4,000) 14% less than their higher-priced counterparts, while states provided more appropriations to …

Numerous studies have considered the important role of cognition in estimating the returns to schooling. How cognitive abilities affect schooling may have important policy implications, especially in developing countries during periods of increasing educational attainment. Using two longitudinal labor surveys that collect direct proxy measures of cognitive skills, we study the importance of specific cognitive domains for the returns to schooling in two samples. We instrument for schooling levels and we find that each additional year of schooling leads to an increase in earnings by approximately 18-20 percent. Experiences with UNM’s parental leave policy C215 have been evaluated using the ADVANCE 2018 Main Campus Faculty Climate Survey, a series of junior faculty interviews, and concerns brought to the ADVANCE leadership. Key findings are:

• Women and STEM faculty are more hesitant to use family-leave policies, and perceive greater disadvantage in using them than men and non-STEM faculty
• Sharing of information about, and implementation of, parental leave varies significantly between units
• The attitude of the department chair and senior faculty strongly influence the experience of faculty who use parental leave
• Appropriately implemented, the parental leave policy contributes to faculty recruitment …
