The Effect Of School District Consolidation On Student Achievement: Evidence From Arkansas, Josh B. Mcgee, Jonathan N. Mills, Jessica Goldstein

School district consolidation is one of the most widespread education reforms of the last century, but surprisingly little research has directly investigated its effectiveness. To examine the impact of consolidation on student achievement, this study takes advantage of a policy that requires the consolidation of all Arkansas school districts with enrollment of fewer than 350 students for two consecutive school years. Using a regression discontinuity model, we find that consolidation has either null or small positive impacts on student achievement in math and English Language Arts (ELA). The rural school principalship provides unique challenges and great opportunities for conflict and conflict management. However, minimal research exists about the rural principalship or about rural principals’ conflict and conflict management. The purpose of this holistic, multiple case study was to examine rural principals’ perceptions and experiences with conflict and conflict management. Cases had to meet the criteria of the formal rural definition, and participants had to be the sole leader of their campuses. The study is a secondary analysis utilizing data collected at two time periods (2000, 2006) from the Social Capital Community Survey (Saguaro, et al., 2009). The data set is a national survey of community dwelling older adults aged 55-100 (2000, N=3044; 2006, N=2011). To address the research question, three-step hierarchical regressions were conducted. Results indicated that those with better incomes, higher education, were married, Caucasian, were relatively younger, and reported higher frequency of religious attendance reported significantly better health. Although minority status was negatively associated with health, when African American and Hispanic older adults attended religious services frequently, their reported …

The racial differences in student loan debt must be interpreted through a lens of wealth building inequality. Black individuals in particular are negatively affected by official and unofficial policies that create barriers to building wealth. Financial aid policies then exacerbate this inequality with an Expected Family Contribution (EFC) formula that protects the majority of family assets from being used as required educational contributions. Using the 2011-12 National Postsecondary Student Aid Survey (NPSAS:12) , we examined differences in student loan debt based on wealth building barriers (students’ access to banks, father’s education, and mother’s education). People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.). This paper seeks to study the income patterns at the sub-bachelorette level through community colleges and workforce training programs. Using 2018 U.S. Census PUMA microdata, this thesis not only explores which fields of study, industries, and occupations have a sufficient number of observations to determine whether they provide incomes which are commensurate with a middle class livelihood but, also whether these jobs are plentiful in number.

The purpose of this study was to investigate Florida’s extended reading time (ERT) policy as enacted during the 2016-2017 school year. This policy requires elementary schools ranking among the 300 lowest performing in the state, as measured by state assessments, to provide an additional hour of reading instruction beyond the regular school day. Extending upon the work of a pilot study suggesting an overrepresentation of minoritized students within low 300 schools, this study presents the geographic, demographic, and socioeconomic distributions of the ERT mandate for a criterion sample of seven districts. The Secretary of State publishes the outcomes of each race, and results are broken down by county. Voting data are displayed as raw vote totals and percent shares of the total vote. The Arkansas Better Chance (ABC) program has been providing low-income and at-risk Arkansas children with tuition-free pre-K since 1991. Enrollment in the state’s public pre-K programs has increased modestly over the last ten years. This brief reports the results of an analysis of the 3rd and 5th grade outcomes for students who attended ABC pre-K in the academic years of 2011-12 through 2014-15. We find that students who enroll in ABC programs in the year prior to starting Kindergarten outperform similar peers on math and reading state tests in 3rd grade, but these effects largely fadeout by 5th grade.

In response to the COVID-19 crisis, school districts worked quickly to roll out distance learning plans in the spring. Sometimes these plans impinged upon or were directly in conflict with provisions found in collective bargaining agreements (CBAs) negotiated between teachers' unions and district administration. In this brief, we unpack how urban school systems changed CBAs to make way for learning under COVID-19 conditions. We review COVID-19–related contract changes in 101 urban school districts around the country. We find that twenty-five urban school districts returned to the bargaining table with teachers’ unions to negotiate short-term fixes to CBAs that allowed for …
