This qualitative study aimed to address the gap in the research related to end-of-life counseling by exploring the experiences of counselors working with clients at end of life. While counseling literature and education are lacking regarding end of life, many counselors will work alongside clients approaching death. In this paper, we use a natural experiment to measure the impact of a transitory positive income shock on college education. On March 11, 2021, the American Rescue Plan Act was signed into law. This act made provisions for the third round of Economic Impact Payment for eligible US residents. Each person in an eligible family received up to $1,400. This stimulus payment was an exogenous positive income shock on US college students if they received the payment. This fact sheet examines the number of college-educated individuals who moved to Mountain West states (Arizona, Colorado, Nevada, New Mexico, and Utah) and to selected metropolitan statistical areas (MSAs) in the Mountain West in 2023. The “2024 Study: ‘Brain Drain’? The States With the Largest Net Gains and Losses of College-Educated Americans” report contains data from the Annual Social and Economic Supplement (ASEC) of the Current Population Survey conducted by the United States Census Bureau. The study includes data on where college-educated residents move and which areas experienced ‘brain drain,’ where college-educated residents move to other places.
