This paper tries to discuss two important issues. First, it examines the conflict between ideology and actual urban planning in Tanzania. It is argued that via the Arusha-Declaration,Tanzania showed the intention of building an egalitarian society based on the principles of Ujamaa (socialism), hence one expected that an attempt to transform some colonial structures in order to suit the socialist aspiring nation could be in the agenda in Tanzania. This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. The Southwest Corridor is a narrow strip of land running five miles from the South End of Boston through Roxbury and ending in Jamaica Plain. Twenty years ago, neighborhoods through which the Corridor passes experienced tremendous upheaval as space was cleared for the proposed construction of Interstate 95. The communities were able to stop the highway project, but not without a long and difficult struggle and the eventual support of then Governor Francis Sargent. Spain acquired Louisiana from France in 1763 but was initially unsuccessful in integrating the distant colony into the Spanish commercial system. Encouraged by the colony’s chief financial officer, Intendant Martín Navarro, the Spanish Crown introduced legislation on January 22, 1782 to promote commerce. Free trade was to be permitted for ten years with designated ports in France. The liberal character of the code fostered the growth of numerous merchant companies in New Orleans who found markets for all of Louisiana’s exports in France, England and the French West Indies. Potential Duration Of Unemployment Benefits And The Duration Of Joblessness, Stephen A. Woodbury

Federal Supplemental Compensation (FSC) was the program that temporarily extended the duration of Unemployment Insurance (UI) benefits by 8 to 14 weeks during 1982-1984. This paper examines whether and to what degree the extension of benefits under FSC increased the expected length of UI recipients' jobless spells. The estimates are derived from a large Ul-administrative data base that spans the expiration of FSC and allows one to observe whether and (approximately) when a worker actually returned to work. Previous studies of the effects of extended benefits have had to make assumptions about UI recipients' return to work that appear to …

Welfare Workers As Surplus Population: A Useful Model?, Paula Dressel, Mike Sweat, Michelle Waters

The Journal of Sociology & Social Welfare

Analysts of organizational and employment issues in social welfare are in need of a more critical orientation for framing debate. We propose that an understanding of welfare workers as surplus population offers critical insights into a number of longstanding welfare concerns, including political coalitions, professional standards, and worker burnout. Empirical evidence is presented to undergird the credibility of the surplus population argument.
