This article proposes, as a new element of the "liberal internationalism" that should characterize the post-Cold War world, a simultaneous solution to these three problems. The nations of the world should negotiate a series of multilateral agreements to stop the spread of advanced weaponry, and include in each of them, as an overt incentive for developing states to accept the disarmament and verification obligations, provisions that explicitly require the affluent, developed states to make specified monetary and in-kind transfers to the third world parties. The government of the United States offers a guaranteed minimum price per bushel to farmers in return for a reduction in acreage planted. Through this program, the government attempts to control the supply of wheat and stabilize the price of wheat. There is growing debate in the United States as to the effectiveness and prudence of the current program.

This thesis will examine the effectiveness of the guaranteed minimum price program, using the two-stage least squares procedure to examine a demand and supply model. The study will look at the relative stability of the price of wheat and how and …

The requirements for economic mobility in a postindustrial society present many barriers for low-income women. Social policy and program goals for improving their opportunities should focus on educational, training, and entrepreneurial activities using individualized assessment, counseling, and academic and occupational advisers.
