The Effects Of Subsidies On Public Transit Long-Run Costs, Kofi Obeng, Wayne K. Talley, Christopher Colburn

This paper investigates sources of public transit long-run cost increases attributable to transit subsidies. The sources include wage, vehicle capital price and service increases. Service expansion is found to be the major source. Transit cost increases related to subsidies are classified as input price, output and finance effects of these subsidies. Transit costs are more responsive to federal operating subsidies, followed in declining order by local operating, state operating and capital subsidies, respectively.

Congress should establish a committee on regulatory reform. Changes that would be helpful include: 1) require benefit-cost analysis for new regulation; 2) enforce a fixed timetable for agencies to issue permits; 3) emphasize objectives sought rather than precise methods to be used; 4) use risk assessment for achieving environmental, health, and safety protection; and 5) promote regulatory justice.

This Occasional Paper, based on a presentation to the National Puerto Rican Coalition in Washington, DC, in 1992, proposes some limitations in "quantitative-only" research focusing on Puerto Rican poverty in the United States. An overreliance on quantitative-based analysis, as well as overlooking historical and comparative data, may not allow for a full understanding and awareness of the nature and maintenance of poverty in Puerto Rican communities in the United States. Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.

Most models of the rental housing market assume a close linkage between the level of residential rents and the after-tax user cost of rental housing capital. However, little empirical evidence exists to establish the strength of this linkage or the speed with which rents adjust to changes in user cost or tax policy. This paper develops and estimates an econometric model of the rental housing market in order to shed light on both of these issues. This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

Using Performance Indicators To Improve The Effectiveness Of Welfare-To-Work Programs, Timothy J. Bartik

This paper argues that it is feasible to develop good indicators of the performance of a particular welfare-to-work program, office, or contractor. Performance indicators can motivate local offices, contractors, and staff to be more effective in achieving the program's goals. Performance indicators can provide information on what program strategies lead to the greatest long-run success. To be most useful, performance indicators must be simple and timely and control for factors other than the program's effectiveness that influence whether welfare recipients "succeed."

The number of layoffs and the amount of downsizing in corporate America are both happening at unprecedented rates. Firing workers has falsely become the ultimate management tool to success. The old social contract of work in exchange for fair pay and some measure of job security is deteriorating. Accordingly, this paper introduces a new social order that replaces paternalism with partnership, views employees as value-adding resources, and focuses both employers and employees on meeting the customers' needs and desires.
