The paper briefly reviews the performance of the external sector in the first half of year 2000 and then goes on to appraise the external sector policy measures in the federal budget for the year under review. The study reveals that the The Presidential directive on government ministries, departments and agencies to-Patronise home-made goods as first choice is commendable. The paper suggests that if monitoring mechanisms are put in place, it will ensure full compliance. Patterns Of Time Use Of People Age 55 To 64 Years Old: Some Cross-National Comparisons, Anne H. Gauthier, Timothy M. Smeeding

Objectives. This paper examines the patterns of time use of adults age 55 to 64 years old in six countries: Austria, Canada, Finland, Italy, Sweden, and the United States. It examines the discontinuity in daily activities by employment status and gender. Methods. The paper uses nationally representative samples from time use surveys carried out in each country. We compute aggregate patterns of time use by employment status and gender for seven categories of activities: personal activities, paid work, unpaid work, housework, social leisure, active leisure, and passive leisure. Marital Status And Full-Time/Part-Time Work Status In Child Care Choices, Rachel Connelly, Jean Kimmel

Using recent SIPP data, we estimate two econometric models to study the differences in the effect of child care costs on employment status and differences in the mode of child care used controlling for employment status. For both married and single women, full-time employment is more elastic with respect to changes in the price of child care than part-time employment and employment elasticities are larger for single than married mothers. Analysis of 1998 nonresident travel spending in Montana for the counties of Cascade, Custer, Flathead, Gallatin, Lewis and Clark, Missoula, Richland, Silver Bow and Yellowstone. Also includes analysis of spending in Great Falls, Miles City, Kalispell, Bozeman, Helena, Missoula, Sidney, Butte, and Billings. Data includes total spending, distribution of spending by sector, length of stay in Montana, per capita spending, and summer trip characteristics of visitor age, travel group type, accommodations used, and visitor origin for each geographical location.

From 1980 to 2000, attitudes toward government regulation have shifted significantly. Terms like "command and control" have been replaced by "the magic of the marketplace." Yet as this statement before the Joint Economic Committee in March 2000 demonstrates, as the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed Congressional regulation legislation.
