The Center for Housing Research & Policy conducted this survey and analysis of housing on Cleveland’s lakefront for the Cleveland Lakefront Partners, which is composed of the city of Cleveland, Cleveland Tomorrow, the Greater Cleveland Growth Association, and the Cleveland Neighborhood Development Corporation. The report includes both the results of the survey of residents in the multi-county Cleveland region and a comparative study of waterfront populations in the cities of Milwaukee, Chicago, Portland, and Baltimore. The survey results showed that at least 6,000 and possibly up to 9,000 middle and upper-income households would be interested in living on the lakefront …

The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. A New (And Old) Macroeconomic Policy Framework, Lok Sang Ho

This paper proposes a framework built on the simple Keynesian Cross but recommends a non-Keynesian fiscal monetary policy mix. A fiscal policy conditions index and a monetary conditions index are proposed, to be compared to the full employment compatible fiscal and monetary conditions. Fiscal policy should be inert throughout the different phases of the business cycle while monetary policy should adjust to the changing conditions in order to maintain full employment without overheating. The slightly different policy considerations for bigger and for smaller economies are discussed.

The Puzzle Of Ex Ante Efficiency: Does Rational Approvability Have Moral Weight?, Matthew D. Adler

A governmental decision is "ex ante efficient" if it maximizes the satisfaction of everyone's preferences ex ante, relative to other possible decisions. Equivalently, each affected person would be rational to approve the decision, given her preferences and beliefs at the time of the choice. Does this matter, morally speaking? Do governmental officials - legislators, judges, regulators - have a moral reason to make decisions that are ex ante efficient? The economist's answer is "yes." "Ex ante efficiency" is widely seen by welfare economists to have moral significance, and often appears within law-and-economics scholarship as a criterion for evaluating legal doctrines. …

Strategic Development Of Airport And Rail Infrastructure: The Case Of Singapore, Sock-Yong Phang

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from cost-benefit analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). This paper examines the debate on the East Asian model of economic development in light of the different approaches undertaken by different groups of countries (economies) in Northeast Asia and Southeast Asia. The common strengths and weaknesses shared by the East Asian countries (economies) have helped to reinforce the misconception that there is a single East Asian model of economic development. Us Social Security Rules In The 1990s: A Natural Experiment In Myopic And Farsighted Behaviour, Stephen D. Rubb

During the 1990s changes in the earnings test threshold and the delayed retirement credit had the potential to impact the labour supply of 65 to 69-year-olds. These changes in Social Security rules are used to examine whether labour supply behaviour of elderly men and women is 'myopic' or 'farsighted'. Men are found to be more farsighted than previously realized, perhaps due to increases in life expectancy.

While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. Revenue forecasting is one of the most critical and often difficult tasks in governmental budgeting. It is critical because it determines the parameters upon which the budget is based. It is difficult because many outside influences can impact revenue results and cause variances with the forecast. If revenue is under projected, valuable services may not be provided during the fiscal year and an unexpected surplus may be created at year-end. By the time it becomes apparent that surpluses are developing, the damage to on-going programs and services, which may require consistency and budget stability for efficient delivery, may be done. …
