Coalitional Colonel Blotto Games With Application To The Economics Of Alliances, Dan Kovenock, Brian Roberson

In Borel’s (1921) Colonel Blotto game two players simultaneously allocate their respective endowments of a resource across n battlefields, the higher allocation wins each battlefield, and players maximize the number of battlefields won. Here we examine two players who may form an alliance before separately competing in two disjoint Colonel Blotto games against a common adversary. Despite a lack of common interests, unilateral transfers — in a direction consistent with the exploitation hypothesis — arise for a range of parameter configurations. Such transfers alter the adversary’s strategy and the combination of the direct and strategic effects benefits both allies.

We consider a simple two-period model of irreversible investment under strategic interactions between two players. In this setup, we show that the quasi-option value may cause some conceptual difficulties. In case of asymmetric information, decentralized investment decisions fail to induce first-best allocations. Therefore a regulator may not be able to exercise the option to delay the decision to develop. We also show that information-induced inefficiency may arise in a game situation and that under certain assumptions inefficiency can be eliminated by sending asymmetric information to the players, even when the regulator faces informational constraints. Does QI work in public health, and if so for whom and under what circumstances? What QI strategies work best for which types of public health process failures, and at what cost? Research underway through the Public Health Practice-Based Research Networks (PBRN) Program is examining these types of questions to build an evidence base for public health QI.

Prime Minister Yousuf Raza Gilani is reported to have told the Pakistan Peoples’ Party (PPP) provincial assembly members from Punjab that the ban on recruitment in the federal government would be removed. Job quotas will be given to each Member Provincial Assembly (MPA) in addition to the substantial grants from the exchequer for development work in their respective constituencies.

Developing resilience to contagion effects from global financial crises and economic recessions has been an ongoing crucial task for policymakers in emerging market economies. The recent global financial crisis of 2007-2009 has underscored the importance of pursuing disciplined macroeconomic policies and of devising sound macroprudential regulations that would strengthen the immunity of emerging markets and their institutions to various types of risks, including credit, default, sovereign, liquidity and market risks. Economic recovery in the Intermountain West’s major metropolitan areas edged forward in the third quarter of 2011, after idling for much of the year. Nationally, high technology and automotive-oriented metros showed the strongest signs of recovery; in the Intermountain West, manufacturing-intensive and technology-oriented metros had the strongest quarter. Employment and output grew in most metropolitan areas, and the unemployment rate fell throughout the region. At the same time, the housing market freefall came to an end—or at least paused—across most of the region, as home prices ticked upwards for the first time since the Monitor began tracking recession and recovery. …

The diagnostics of Pakistan’s worsening economic conditions are quite well known. The vital signs of the health of the economy i.e. growth, inflation, employment, fiscal balance, current account balance, indebtedness, etc appear worrisome.

The persistence of an ailing economy sapping the energies of the people raises a fundamental question: are the policy prescriptions to rectify the situation themselves deficient or is the dosage administered, i.e. the phasing, sequencing, mixture and timing of the policies, inadequate, or is ‘patient management’— the implementation of these policies — poor?

The Affordable Care Act authorized the largest expansion in federal funding for public health services and delivery systems in decades. In this paper. we suggest that many budget theories actually are about appropriating and not about budgeting. We trace this development back to the classic budgeting question posed by V.O. Keys in 1940. To clarify the issue, we examine early normative theories of budgeting, and apply many contemporary theories about budgeting to the budgeting process advocated for in this early work. By analyzing current theories, we show that budget theories are, in many cases, simply focused on parts of the budget process or on the role of techniques in decision making.
