The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

OBJECTIVES: The nation's public health delivery system comprises nearly 3000 local public health agencies that vary widely in capabilities. Economic pressures, workforce shortages, and new national accreditation standards are leading these agencies to explore mechanisms for pooling resources to enhance delivery and improve population health.

METHODS: A longitudinal cohort design is used to analyze changes in the availability and perceived effectiveness of services delivered by local public health providers. A stratified random sample of the nation's 3000 local public health agencies (n=497) were surveyed in 1998 and again in 2006 and 2011 (70% response) to measure the availability of 20 …

One rationale for large public investments in clean energy technology points to concerns that have not been addressed by other policies, most notably greenhouse gas emissions and energy security. Another inspiration for clean energy policy suggests that strategic government investments would increase domestic firms' market share of a growing industry and thus help domestic firms and workers. This lecture examines the economic case for clean energy policy in the United States and addresses the issues state and local governments confront in building a clean energy industry.

Commentaries on the financial meltdown that began with Lehman Brothers’ collapse in September 2008 trace its origins to greedy bankers exploiting lax regulatory practices to take excessive risks through exotic and arcane financial instruments. After two initial studies on geotourism in Montana (Boley, 2009; Boyle, 2012) confirmed the presence of geotravelers in the third quarter of both the Crown of the Continent region and throughout the state of Montana, research interest turned to visitors during the remainder of the quarters, or seasons. This study looked statewide at all visitors and, more narrowly, vacationers, in the “shoulder” and winter season (quarters 1, 2, 4) to determine their geotourist tendencies.

The purpose of this report was to further understand employment in the Montana tourism industry based on a random sample phone interview of the general population of Montana’s workforce. The workforce sample surveyed was 2,340, and 400 were in a tourism-related business in 2011. Seventeen percent of Montana’s workforce was employed in a tourism related job in 2011, equating to nearly 81,000 jobs of the total Montana workforce of over 476,000.

We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. On The Estimation And Testing Of Fixed Effects Panel Data Models With Weak Instruments, Badi Baltagi, Chihwa Kao, Long Liu

This paper studies the asymptotic properties of within groups k-class estimators in a panel data model with weak instruments. Weak instruments are characterized by the coefficients of the instruments in the reduced form equation shrinking to zero at a rate proportional to nTδ ; where n is the dimension of the cross-section and T is the dimension of the time series. Joint limits as (n,T )→∞show that this within group k-class estimator is consistent if 0 ≤δ ≤ ½ and inconsistent if ½ ≤δ ≤ ∞.

Data for the second quarter of 2012 reveal that the large metropolitan areas of the Mountain region were undergoing some of both the strongest and weakest economic recoveries in the nation—even as the pace of recovery across the region as a whole slackened. The result is a new geography. Crash-blasted Boise and Phoenix, along with Utah’s metropolitan areas, are now recovering relatively strongly while Colorado’s metropolitan areas and Albuquerque, Las Vegas, and Tucson struggle.
