Mountain Monitor Quarterly
Indicators of economic recovery depicted continued progress in the major metropolitan areas of the Mountain West in the fourth quarter of 2012. The region’s employment recovery gained momentum, and solid home-price increases in the region contributed to the nation‘s broader housing recovery. Such inroads bode well for further advances in 2013. At the same time, the region’s output recovery slowed and unemployment refused to budge.

Research Brief: "How Are Iraq/Afghanistan-Era Veterans Faring In The Labor Market?", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
In this study, researchers found significant differences in employment among recently returned veterans based on age, health, and service era. The Iraq/Afghanistan-era veterans, ages 18-24, were more likely to have higher earnings if employed, while older veterans, ages 37-64, had higher odds of unemployment. In practice, veterans may be experiencing an employment divide in which those who can find work command high wages, while others are not able to find work at all. In policy, policymakers may wish to revisit these issues by increasing the availability of programs and services for older veterans and those from previous eras who are …

Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Also, local property taxes are regarded as the best means of funding local government.

Preventable health conditions account for more than 75% of the $2.7 trillion spent annually on health care in the U.S., yet less than 5% of these expenditures are devoted to public health programs and services that are designed to prevent and control disease and injury rather than to treat the downstream consequences of these conditions. Such limited expenditures in public health may contribute to the higher rates of preventable morbidity, mortality and excess medical costs experienced in the U.S. compared to other high-income countries. The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) has undertaken an economic impact study on behalf of the Greater El Paso Chamber of Commerce. The purpose of this study is to quantify the economic impacts of Fort Bliss and the William Beaumont Army Medical Center (WBAMC) in the County of El Paso, Texas. Specifically, this report estimates the effects that Fort Bliss and WBAMC operations have on output, employment, and labor income within the county as of 2013. Expected Efficiency Ranks From Parametric Stochastic Frontier Models, William C. Horrace, Seth Richards-Shubik

In the stochastic frontier model we extend the multivariate probability statements of Horrace (2005) to calculate the conditional probability that a firm is any particular efficiency rank in the sample. From this we construct the conditional expected efficiency rank for each firm. Compared to the traditional ranked efficiency point estimates, firm-level conditional expected ranks are more informative about the degree of uncertainty of the ranking. The conditional expect ranks may be useful for empiricists. A Monte Carlo study and an empirical example are provided.

This seminar examines a series of approaches for estimating the health and economic effects attributable to public health expenditures in the U.S., along with a novel method for estimating economies of scale and scope in the delivery of public health services. The use of instrumental-variables techniques and network analytic methods are described in these research approaches.

A Basic Analysis Of Entry And Exit In The Us Broadband Market, 2005-2008, James Prieger, Michelle Connolly

We conduct a basic yet thorough analysis of entry and exit in the US broadband market, using a complete FCC census of providers from 2005 to 2008. There is a tremendous amount of (simultaneous) entry and exit in the US broadband market. Most entry is from existing providers expanding into new geographic areas. Entry and exit vary widely across the various modes of provision, which argues against treating broadband as a homogenous service in theoretical or empirical work. The highest entry rates also generally have the highest entrant shares. Entry rates display positive autocorrelation, and the same is true for …

In an effort to prevent social polarization within the East Providence community amongst various social groups, we are recommending that the project target multiple census tracts in East Providence and the east side area of Providence. These census tracts are comprised of high-income and low-income families and individuals of all ages. Specifically, there are seniors who live within the neighborhood who might take advantage of expanded opportunities if they felt the area was safe and accessible.

This paper presents research using a spatially explicit and dynamic common pool resource experiment to compare renewable resource extraction behavior between four treatments combining (1) open access and sole ownership institutions with (2) mobility and non-mobility of the renewable resource. The primary purpose of this research is to test the theory that introducing resource mobility into a sole ownership regime will remove the incentive for subjects to maximize the resource, instead causing them to revert to the myopic strategy predicted for the open access regime. Most rural Nebraskans seem content with current levels of spending on many public services and activities. Over one-half propose no changes in the level of spending for most of the public services listed. Only one item, unemployment compensation, had a majority say they would like to see less spending for it. And, many rural Nebraskans would propose an increase in spending for education as well as roads and bridges.
Not surprising, many groups favor an increase in spending on items important to them. Younger persons are more likely than older persons to favor an increase in spending for education. Persons …

The Trade Related Intellectual Property Agreement (TRIPS) has had a profound effect on industrialization and innovation, as well as access to medicines in cases of public health crisis such as HIV/AIDS. However, compliance with TRIPS has varied in developing countries, despite heightened international pressure. For instance, Brazil has pursued a coherent approach to its HIV/AIDS health crisis, while India has failed to take care of its HIV patients despite late compliance with the TRIPS agreement and the presence of business firms that produce the generic medicines for HIV/AIDS. By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.
Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions. However, residents of larger communities are more likely than residents of smaller communities to say their community has changed …

Many rural Nebraskans have experienced loss of wildlife and wildlife habitat, voluntary decrease in water usage, decreased farm production and wildfires to some extent as a result of last year’s drought. The majority of persons with occupations in agriculture have experienced decreased farm production and loss of business income as a result of last year’s drought.
Most rural Nebraskans rate indoor use in existing homes and agricultural uses (irrigation and livestock) as high priority uses of water. Uses of water that were not ranked very high include swimming pools for individual homes, watering golf courses and transferring water to other …

The Pigou-Dalton Principle And The Structure Of Distributive Justice, Matthew D. Adler

The Pigou-Dalton (PD) principle recommends a non-leaky, non-rank-switching transfer of goods from someone with more goods to someone with less. This Article defends the PD principle as an aspect of distributive justice --- enabling the comparison of two distributions, neither completely equal, as more or less just. It shows how the PD principle flows from a particular view, adumbrated by Thomas Nagel, about the grounding of distributive justice in individuals' "claims." And it criticizes two competing frameworks for thinking about justice that less clearly support the principle: the veil-of-ignorance framework, and Larry Temkin's proposal that fairer distributions are those concerning …

The Massachusetts Business Roundtable (MBR) collaborated with a team from the Emerging Leaders Program (ELP) from the University of Massachusetts Boston to explore ways to control health care costs. One strategy being implemented by employers to control health care costs is through “wellness programs,” employer-sponsored efforts to improve the health of employees. Members of the Massachusetts Business Roundtable (MBR) and other large employers have had success in reducing their health care costs through the implementation of corporate wellness initiatives. The defense sector is undergoing a phase of rapid technological advancement, in the pursuit of its goal of information superiority. This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems'. The lack of a central locus and disjointed, competing interests among large clusters of systems makes this characteristic of an Ultra Large Scale (ULS) system. Most rural Nebraskans currently have health insurance. Only nine percent of rural Nebraskans do not have health insurance while the majority of residents have health insurance through job benefits. These responses are nearly identical to 2004 when this question was last asked.
Persons living in the North Central region, persons with lower household incomes, persons who have never married, persons with lower education levels and persons with food service or personal care occupations are the groups most likely to be uninsured.

This Article proceeds as follows. In Section I, I describe the structure of the PBM industry. I also describe the business model PBMs employ to administer prescription drug coverage and the methods they use to reduce prescription drug spending. In Section II, I discuss mandatory disclosure regulations enacted in several states and at the federal level under the Affordable Care Act. In Section III, I explain why mandatory disclosure regulations are not needed to ensure that health plan sponsors pay a competitive price for PBM services. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

The minimum wage is a legally mandated relationship between money and time. Traditionally, studies of the minimum wage have focused on the money side of this relationship (e.g. how much do minimum wage workers earn) while ignoring its temporal aspects (e.g. how long someone has to work to receive a particular income). This is a significant oversight because it overlooks the temporal investments that minimum wage workers must make in order to achieve a specific sum of money (e.g. there is a significant temporal difference if a minimum wage worker can achieve an income above a poverty threshold by working …

As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. Effects Of Increased Variety On Demand, Pricing, And Welfare, William C. Horrace, Rui Hang, Jeffrey M. Perloff

We use order statistics to analytically derive demand functions when consumers choose from among the varieties of two brands—such as Coke and Pepsi—and an outside good. Soft-drinks have no price variability across varieties within a brand, so traditional demand systems (e.g., mixed logit) are not identified. In contrast, our demand system is identified and can be estimated using a nonlinear instrumental variable estimator. Our demand functions are higher-order polynomials, where the polynomial order is increasing in variety.
