Measuring Social Unrest Based On Income Distribution, Yoonseok Lee, Donggyun Shin Oct 2013

Measuring Social Unrest Based On Income Distribution, Yoonseok Lee, Donggyun Shin

Center for Policy Research

This paper develops a social unrest measure by revising Esteban-Ray (1994, Econometrica) polarization index. For the purpose of measuring more effectively the level of social unrest that is generated by separation of income classes, the new index allows for asymmetry between the rich and the poor groups’ alienation feeling against the other, and it constructs a more effective group identification function. To facilitate statistical inferences, asymptotic distribution of the proposed measure is also derived using results from U-statistics, and an easy-to-implement jackknife-based variance estimation algorithm is obtained. Since the new index is general enough to include the Esteban-Ray index and …

The Trajectory Of Warwick Junction As A Site Of Inclusivity In Post-Apartheid South Africa, Kara Van Schilfgaarde Van Schilfgaarde Oct 2013

The Trajectory Of Warwick Junction As A Site Of Inclusivity In Post-Apartheid South Africa, Kara Van Schilfgaarde Van Schilfgaarde

Independent Study Project (ISP) Collection

Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. This paper tracks the history of Warwick Junction, using its oppressive past to frame common perspectives of informal trade. It considers the legacy of the post-apartheid era South Africa, …

The Effect Of Snap On Poverty, Laura Tiehen, Dean Jolliffe, Timothy Smeeding Sep 2013

The Effect Of Snap On Poverty, Laura Tiehen, Dean Jolliffe, Timothy Smeeding

University of Kentucky Center for Poverty Research Discussion Paper Series

On signing the Food Stamp Act of 1964, President Johnson noted that “as a permanent program, the food stamp plan will be one of our most valuable weapons for the war on poverty” (Johnson, 1964). From a humble beginning of 2.9 million recipients per month and $228 million in benefits in 1969 (earliest national figures), the program has grown to serve 47 million persons with benefits of over $74.6 Billion in 2012 (USDA, 2013a). In the late 60’s and early 70’s, when the average monthly benefit was under $20 per month per month, we did not record the effects of …

The Nexus Of Human Capital And Governance, Ishrat Husain Dr. Sep 2013

The Nexus Of Human Capital And Governance, Ishrat Husain Dr.

Faculty Research - Newspaper and Magazine Articles

Pakistan’s popular economic discourse has been rightly focused on short-run problems. Will we be able to end load-shedding in the country? Will the IMF agreement cause more hardships than benefits to the people? Will the inflation rate begin to rise again? Will the rupee keep on tumbling? These are legitimate questions that need to be addressed. The government of the day also devotes its attention towards these problems as the test of their success lies in finding solution to these issues.

Neglected due to this pre-occupation with short-term problems are the issues that will impinge upon the future of this …

Global And Local Youth Unemployment: Dislocation And Pathways, Ramon Borges-Mendez, Lillian Denhardt, Michelle Collett Sep 2013

Global And Local Youth Unemployment: Dislocation And Pathways, Ramon Borges-Mendez, Lillian Denhardt, Michelle Collett

New England Journal of Public Policy

The impact of economic recessions is not felt uniformly across demographic groups, and the detrimental effects of the one-time dislocations can significantly shift the long-term prospects of human development for many years to come. The current recession has been hard on young people in the United States between the ages of 16 and 24, especially minorities (Latino or African American). Labor force participation rates have dropped dramatically and unemployment has reached as high as 30% in some states. Long spells of unemployment and adverse conditions for labor market incorporation further increase the likelihood of other poor life outcomes, such as …

Issue Brief: Auditing Your Town's Development Code For Barriers To Sustainable Water Management, New England Environmental Finance Center Sep 2013

Issue Brief: Auditing Your Town's Development Code For Barriers To Sustainable Water Management, New England Environmental Finance Center

Sustainable Communities Capacity Building

This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.

Comprehensive plans, zoning codes, and building standards are just a few examples of regulations that intentionally or unintentionally regulate the way water is transported, collected and absorbed. Regulations that produce dispersed development or large …

Issue Brief: Saving By Mitigating, University Of Louisville, New England Environmental Finance Center

Sustainable Communities Capacity Building

Natural disasters can cause loss of life, inflict damage to buildings and infrastructure, and have devastating consequences for a community’s economic, social, and environmental well-being. Hazard mitigation means reducing damages from disasters.

Local governments have the responsibility to protect the health, safety, and welfare of their citizens. Proactive mitigation policies and actions help reduce risk and create safer, more disaster-resilient communities. Mitigation is an investment in your community’s future safety, equity, and sustainability.

Peer Effects In The Demand For Housing Quality, Eleonora Patacchini, Giuseppe Venanzoni-Sapienza Sep 2013

Peer Effects In The Demand For Housing Quality, Eleonora Patacchini, Giuseppe Venanzoni-Sapienza

Center for Policy Research

Using detailed data on friendship networks within neighborhoods, we investigate the importance of social interactions in one's own residential neighborhood in the demand for housing quality. We find evidence consistent with the presence of peer effects, especially for households living in urban areas. Our findings are in line with the prediction of a model where conformity preferences are the key element underlying economic outcomes that involve interactions with peers.

Mountain Monitor - 2nd Quarter 2013, Kenan Fikri, Mark Muro Sep 2013

Mountain Monitor - 2nd Quarter 2013, Kenan Fikri, Mark Muro

Mountain Monitor Quarterly

Economic recovery progressed steadily across the metropolitan Mountain West in the second quarter of 2013. Many of the region’s major metro areas counted among the strongest economic performers nationally, but output growth slowed over the quarter and the region‘s unemployment recovery looked to be stagnating. Moderate job growth and a fast and accelerating housing recovery buoyed the Mountain West economy in the second quarter.

The Effects Of School Desegregation On Teenage Fertility, Robert Bifulco, Leonard M. Lopoo, Sun Jung Oh Sep 2013

The Effects Of School Desegregation On Teenage Fertility, Robert Bifulco, Leonard M. Lopoo, Sun Jung Oh

Center for Policy Research

The school desegregation efforts following the historic Supreme Court ruling in Brown v. Board of Education (1954) represent one of the most important social policy initiatives of the 20th century. Despite a large research literature on desegregation and educational outcomes, its effects on the lives of individuals are still not fully understood. In this paper we examine the effects of desegregation on the fertility of teenagers. Our findings suggest that desegregation increased the fertility of African American teens and is unrelated to the fertility of white teens.

Affordable Fares, Sustainable Public Transport: The Fare Review Mechanism Committee Report, Sock Yong Phang Sep 2013

Affordable Fares, Sustainable Public Transport: The Fare Review Mechanism Committee Report, Sock Yong Phang

Research Collection School Of Economics

The public transport system in Singapore is the main mode of transport for the majority of the population. It is important that public transport remains generally affordable and accessible, with measures to help various commuter groups through fare assistance schemes. Household surveys show that public transport has become more affordable as a proportion of monthly household income over the years. Public transport fares have increased, but at a much lower rate than increases in income. At the same time, increasing fuel costs and other changes in the public transport landscape since 2005 mean that the public transport industry faces declining …

Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke Aug 2013

Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke

UNLV Theses, Dissertations, Professional Papers, and Capstones

The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

Medicaid Expansion, Long-Term Care Financing In Retirement States And The Post World War Ii Birth Cohort, Toni P. Miles Aug 2013

Medicaid Expansion, Long-Term Care Financing In Retirement States And The Post World War Ii Birth Cohort, Toni P. Miles

Center for Policy Research

This policy brief contains a formal consideration of ideas discussed during a presentation to the 2012 Syracuse Seminar on Aging. Like most briefs, it will appeal to policy makers and academics craving detailed demographic, fiscal and policy data. Before diving into this brief, I would encourage readers to view the presentation video (available at http://www.youtube.com/ watch?v=bsv8K7DdJFY). As you will see, the seminar was informal and the discussion was wide ranging. In contrast, this brief focuses on limitations faced by states as they finance longterm care. It is primarily concerned with the Medicaid expansion and growing need for care as the …

Pakistan's Policy-Performance Gap, Ishrat Husain Dr. Jul 2013

Pakistan's Policy-Performance Gap, Ishrat Husain Dr.

Faculty Research - Newspaper and Magazine Articles

In Pakistan, the policy-performance gap has been a source of great disillusionment and despairs among the public at large. It’s even been responsible for the downfall of many governments in the past.

At the highest level, the people of Pakistan have given their verdict by electing political parties and candidates in whom they have reposed hope for better performance in the future. This exercise repeated every five years without any interruption is crucial for the process of good democratic governance in the country. The purging of the candidates and parties who do not measure up to the expectations of the …

Milking The System: Do Poor People Deserve Fresh Food?, Melanie M. Meisenheimer Jul 2013

Milking The System: Do Poor People Deserve Fresh Food?, Melanie M. Meisenheimer

SURGE

Poor Americans are all lazy, selfish people who must first prove their worth as human beings if they want to be able to feed their children.

It sounds harsh, stereotypical, and judgmental when you put it like that, and few people would feel comfortable saying that exact phrase. However, it’s a perception of poverty in America that I’ve found still has a strong grip on our way of thinking. [excerpt]

The Universal Savings Credit, Christian Weller, Sam Ungar Jul 2013

The Universal Savings Credit, Christian Weller, Sam Ungar

Public Policy and Public Affairs Faculty Publication Series

The financial crisis of 2007 to 2009 took a tremendous toll on household wealth and shattered the sense of financial security for millions of American families. American households lost more than $20 trillion in wealth (in 2012 dollars) in the Great Recession, and households still had $10 trillion less in wealth at the end of 2012 than they had before the crisis. This massive wealth decline contributed to a widespread loss of economic security, particularly among lower-income and moderate-income families, single women, and communities of color.

This economic insecurity can have long-ranging adverse effects on U.S. economic growth as American …
