The federal effort to quantify and capture non-market damages to coastal ecosystems from the 2010 Deepwater Horizon oil spill, Phase II of United States of America v. BP Exploration and Production, centers on the Natural Resource Damage Assessment (NRDA) process. This paper makes the case that the current NRDA process has done a poor job protecting the public interest and resolving the issues surrounding oil spills from deep water drilling activities. Free, libre, and open source software (FLOSS) is software that is collaboratively developed. FLOSS provides end-users with the source code and the freedom to adapt or modify a piece of software to fit their needs (Deek & McHugh, 2008; Stallman, 2010). By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. The Spatial Polish Wage Curve With Gender Effects: Evidence From The Polish Labor Survey, Badi H. Baltagi, Bartlomiej Rokicki

This paper reconsiders the Polish wage curve using individual data from the Polish Labor Force Survey (LFS) at the 16 NUTS2 level allowing for spatial spillovers between regions. In addition it estimates the total and gender-specific regional unemployment rate elasticities on individual wages. The paper finds significant spatial unemployment spillovers across Polish regions. In addition, it finds that the results for the Polish wage curve are sensitive to gender-specific regional unemployment rates. This is especially true for women.

What's the role of unilateral measures in global climate change mitigation in a post-Durban, post 2012 global policy regime? We argue that under conditions of preference heterogeneity, unilateral emissions mitigation at a subnational level may exist even when a nation is unwilling to commit to emission cuts. We establish that under certain assumptions, in a global strongly connected network of countries, learning the costs of switching to a low emissions activity can result in a universal adoption of such activities. In 2001, the Colombian government initiated an experiment in poverty alleviation called Familias en Acción. This conditional cash transfer (CCT) program takes a novel approach to poverty reduction by addressing short- and long-term factors contributing to poverty. Though Colombia’s CCT program is just one of a wave of similar initiatives, its unique context and unexpected social effects, beyond the primary intentions of program designers, differentiate it from other such programs. Drawing on 200 interviews and focus group discussions which he conducted with academic experts, program beneficiaries and program administrators in three Colombian cities, the author finds that an unexpected …

During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. This paper examines forecasting accuracy of state revenue forecasting for 50 states using data published on the National Association of State Budget Officer’s (NASBO) website (www.nasbo.org). The data shows four categories of revenue: sales tax, corporate income tax, personal income tax, and all other (as a residual from total taxes). It shows some evidence that forecast bias reflects a hedge against uncertainty; however, there is also evidence that there is a counterbalancing preference to find the money needed to provide the services demanded.

We propose the sharp identifiable bounds of the distribution functions of potential outcomes using a panel with fixed T. We allow for the possibility that the statistical randomization of treatment assignments is not achieved until unobserved heterogeneity is properly controlled for. We use certain stationarity assumptions to obtain the bounds. Dynamics in the treatment decisions is allowed as long as the stationarity assumptions are satisfied. In particular, we present an example where our assumptions are satisfied and the treatment decision of the present time may depend on the treatments and the observed outcomes of the past.
