Environmental quality is a public good, potentially impacted by everybody. Individual level pro-environmental behavior affects environmental quality in the aggregate. Therefore, it is important to understand what causes individual’s pro-environmental behaviors to change. We quantify the causal effect of one determinant, unemployment, using an EU-27 population representative Eurobarometer survey. Drawing on results from the theory of the private provision of public goods, and recognizing that unemployment decreases income and the opportunity cost of time, we formulate testable predictions that unemployment will decrease the extent of pro-environmental behaviors that require monetary contributions and increase the extent of pro-environmental behaviors that mainly …

The Evolution Of Non-Market Valuation Of U.S. Coastal And Marine Resources, Douglas Lipton, Dan K. Lew, Kristy Wallmo, Peter Wiley, Anthony Dvarskas
Journal of Ocean and Coastal Economics
At the federal level, particularly within the National Oceanic and Atmospheric Administration (NOAA), regulatory and programmatic needs have driven the continued development and application of non-market valuation approaches to marine and coastal resources. The evolution of these valuation approaches not only entails adopting the recommendations of the 1993 NOAA blue ribbon panel on contingent valuation, but also an expansion of stated preference approaches with increased use of stated preference choice experiments. Revealed preference approaches have also advanced with more sophisticated random utility models. We provide an overview of this evolution in the areas of natural resources damage assessment, protected resources, …

Many ocean countries have attempted to estimate the size of the ocean economy or industry. However, it is difficult to compare the ocean economy among countries because the definition, classification standard, and scope vary within each country. This study aims to provide concrete practical proposals for universal definition, classification standard, and scope of the ocean economy. With regard to the definition of the ocean economy, a combination of industrial and geographical perspectives is considered simultaneously. Availability and easy access to a wide range of natural and human-activity data on the oceans and coastal regions of Europe is the basis for strategic decision-making on coastal and marine policy. Strategies within Europe’s Integrated Maritime Policy, including the Maritime Strategy for the Atlantic Area, Blue Growth, Maritime Spatial Planning and Marine Data and Knowledge, require coherent and comparable socio-economic data across European countries. Similarly, the Marine Strategy Framework Directive requires member states to carry out economic and social analysis of their waters and the reformed Common Fisheries Policy includes a social dimension requiring socio-economic data. Water pollution of the Yangtze River basin is very serious. Studies have shown that from the upper to the lower river, the water volume decreases and development and pollution increase, especially in trans-boundary areas. The Yangtze Estuary is located at the intersection of Jiangsu Province and Shanghai where the waters flow directly into the East China Sea. The estuary provides drinking water to many people and serves multiple other functions, including agricultural irrigation, tourism, and aquaculture. What Have We Learned From The Deepwater Horizon Disaster? An Economist’S Perspective, Daniel R. Petrolia

This paper outlines what we have learned about the impacts of the Deepwater Horizon (DWH) oil disaster from the economics discipline as well as what effect the DWH disaster has had on the economics discipline. It appears that what we know about the economic impact of the DWH spill today is limited, possibly because such analysis is tied up in the federal Natural Resource Damage Assessment (NRDA) process and other state-led efforts. There is evidence, however, that the NRDA process has changed over time to de-emphasize economic valuation of damages. There is also evidence that economists may be producing fewer …

The Patient Protection and Affordable Care Act expands Medicaid and introduces health insurance subsidies, thereby changing work incentives for single mothers. To undertake an ex ante policy evaluation of the employment effects of the PPACA, I structurally estimate a model of labor supply and health insurance choice exploiting existing variation in Medicaid policies. Simulations show that single mothers increase their labor supply at the extensive and the intensive margin by six and five percent, respectively. The PPACA leads to crowding-out of employer-sponsored health insurance of about 40 percent and increases single mothers' welfare by about $190 per month.

The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. These problems occur due to mismanagement of these programs from NASA and the creation of these programs by the U.S. Congress and congressional committees. This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. Determinants Of Wind Energy Deployment: Infrastructures, Policies, Resources, Or Economics?, Marc Sydnor

This dissertation analyzes the pattern of deployment of wind power across the United States, focusing on the influence of wind resources, incentives/supportive government and governance policies, supportive/confounding infrastructures, and economic factors. The effects of these factors are considered for 35 states from the year 2001 to 2012. Effects are estimated using fixed effects regression models, forward step-wise between modeling, and lead-lag models. The results indicate that demand, electrical transmission availability, and complementary generation assets, as well as the import-export of electricity are important factors in determining where wind energy deployment occurs. This thesis looks at the evolution of the Federal Reserve’s mandate and regulatory responsibilities as a result of the Global Financial Crisis. The onset of the crisis exposed the financial system to risks that had yet to be identified by the traditional microprudential regulatory framework, necessitating a rapid and unconventional response in order to prevent widespread financial collapse. This year, rural Nebraskans are the most positive about their current situation as they’ve been in all 20 years of this study. Just over one-half (53%) of rural Nebraskans believe they are better off than they were five years ago (the highest proportion in all 20 years of this study, tied in 2008). This is up slightly from 50 percent last year. And, rural Nebraskans’ outlook on their future is the most optimistic in all 20 years of this study. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? This paper analyzes the impact of welfare participation during childhood on adult income. In the United States, welfare programs have a long history originating from the 1800s, and over $20 billion are currently allocated to various anti-poverty programs, such as Aid to Families with Dependent Children and Supplemental Security Income. Many people believe that these programs effectively eradicate childhood poverty. However, ordinary least squares and instrumental variables regression models suggest welfare programs are counterproductive. This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

Can we measure inequity? Can we arrive at a number or numbers capturing the extent to which a given society is equitable or inequitable? Sometimes such questions are answered with a “no”: equity is a qualitative, non-numerical consideration.
This Article offers a different perspective. The difficulty with equity measurement is not the impossibility of quantification, but the overabundance of possible metrics. There currently exist at least four families of equity-measurement frameworks, used by scholars and, to some extent, governments: inequality metrics (such as the Gini coefficient), poverty metrics, social-gradient metrics (such as the concentration index), and equity-regarding social welfare functions. …

تهدف الدراسة الى تمييز الدور الذي يمارسه التمكين النفسي في السلوك الريادي . تضمن التمكين النفسي اربعة ابعاد هي : المقدرة، المعنى، الكفاءة الذاتية والاثر. تمثلت عينة الدراسة بـ (80) تدريسي في ثلاث كليات في جامعة المثنى . اظهرت نتائج الدراسة وجود مستوى جيد من التمكين النفسي المدرك من قبل عينة الدارسة في كل الكليات المبحوثة وكانت القيمة العليا للتأثير ، المقدرة ، المعنى والاستقلالية . السلوك الريادي ايضا بلغ مستوى عالي للمتوسط الحسابي . اما اهم الاستنتاجات التي توصلت لها الدراسة هو وجود تأثير مهم للتمكين النفسي على السلوك الريادي .

تَعمَلُ المعلوماتُ المحاسبيةُ المتوفرةُ عَنْ الفرصِ في مواطنِ اتخاذ القرارات على تعزيزِ موقف متخذي القرارات الإدارية ليتمكنوا مِنْ الاستفادةِ مِنَ المعلوماتِ عَنْ الفرصِ المتوافرةِ في حالةِ تعدد طرائق التقييم وتعارض نتائجها, فعندَ إعداد الموازنات الاستثمارية مثلاً, توجد عدة طرائق لتقييم المشاريع، وإنَّ كلًّ مِنْ هذهِ الطرائق يوصل إلى نتيجة تبينَ أنَّ مشروعاً ما هو الأفضل مِنْ بينِ المشاريع الأخرى, أي إنَّ كلًّ مِنْ هذهِ الطرائق تعطي نتيجة مخالفة لنتيجة الطريقة الأخرى، وهذا ما يُعرَفُ بـ النظرية الضبابية (Fuzzy Theory), إذْ تَحصلُ الضبابية في حالةِ نقص المعلومات وعدم وضوحها ولاسيما المعلومات المالية, إذْ أنَّ هذهِ النظرية توفر أكبر استفادة ممكنة مِنَ …
