Sanitation As A Measure Of Development: A Rationale For Its Use, With Global And Subnational Analyses Of Its Factors, Catherine J. Harthorn

Sanitation is an ideal non-monetary measure of broadly distributed development. Compared to other global development indicators, it reduces volatility, resolves equivalency, achieves closer concept fidelity, and features greater data availability. Factors affecting rates of sanitation in cross-national comparisons include democracy (with less influence in the developing world), fewer restrictions to political freedoms or civil liberties, better governance, communism, greater wealth, less poverty, urbanization, population density, and slower population growth. Factors affecting change in sanitation rates include microfinance activity. Subnational factors which influence rates of sanitation in India are wealth and communism. This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. Residential Electricity Demand In El Paso: 1977-2014, Thomas M. Fullerton Jr., David R. Macias, Adam G. Walke

This study analyzes the demand for residential electricity in El Paso, Texas, USA. Annual data are provided by El Paso Electric Company covering the period from 1977 to 2014. This study reports a negative long-run income elasticity for residential electricity demand. Per customer residential electricity usage declines by 0.68 percent for every 1-percent increase in real per capita income over the long run, indicating that electricity is treated as an inferior good by households in this metropolitan economy. That result runs counter to many earlier studies, but corroborates recent empirical evidence for Seattle, Washington and other regions of the United …

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick

This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

So Many Hospitals, So Little Information: How Hospital Value Based Purchasing Is A Game Of Chance, Andrew I. Friedson, William C. Horrace, Allison F. Marier

As part of the Patient Protection and Affordable Care Act, participating Medicare hospitals have part of their Medicare reimbursements withheld and then redistributed based on quality performance. The Hospital Value Based Purchasing reimbursement plan relies partly on ordinal rankings of hospitals to determine how money is distributed. We analyze the quality metric distributions used for payment and show that there is not enough information to reliably differentiate hospitals from one another near the payment cutoffs; and conclude that a large part of the payment formula is driven by sampling variability rather than true quality information. Alternative reimbursement plans are developed.

The rise of globally-oriented state ownership has emerged as a crucial issue across political, economic, and legal planes during the past decade. Contrary to the traditional approach where state ownership is viewed primarily through trade law, antitrust law, and corporate law, this article discusses the proliferating state shareholder power in relation to international human rights law. In particular, the article interrogates three recent U.N. human rights governance instruments by using narratives that highlight perils, potential, and specialty of state ownership in the emerging business and human rights agenda. The author explains how the government of Singapore has taken on the role of land use planner and housing developer to ensure affordable housing. Numerous instruments have been devised by governments to provide affordable housing. These can be classified into four broad categories: taxes and subsidies, land use and market regulations, public-private partnerships, and institutions that supply housing or provide financing.

Intertemporal Poverty Among Older Americans, Gulgun Bayaz-Ozturk, Sean Macdonald

This study uses aggregate intertemporal poverty indices proposed by Gradin, Del Rio, and Canto (2012) to measure poverty among older American households of different races from 2001 through 2009 employing data from the Health and Retirement Study. The findings indicate that the incidence of intertemporal poverty is higher among Black and Hispanic households and that it is also more intense and of longer duration. In our investigation of antipoverty effects of the Supplemental Nutrition Assistance Program, we find that the program has a significant impact in reducing intensity and inequality of poverty among poor populations. Policy Analysis: Minimum Wage In The Portland Metropolitan Area, Aaron Kaufman

Oregon’s current minimum wage of $9.25 per hour is unsustainable as it does not provide adequate nutritional resources or housing for full time employees. Additionally, employers of minimum wage workers often rely on social safety net benefits for their workers which effectively subsidize wages. This creates an unnecessary burden on the taxpayer. Oregon Senate Bill 1532 increases the minimum wage incrementally within Portland’s Metropolitan Area to $14.75 in 2022. This wage provides full time minimum wage workers enough income for adequate nutrition and reasonable housing while reducing reliance on social safety net programs.
