Illicit trade in tobacco is a substantial and growing problem in the U.S., causing loss of tax revenue, damage to public health, and threats to public safety. Decisions about enforcement against ITTP involve tradeoffs among competing objectives. Good policy design can improve the terms of those tradeoffs but cannot eliminate them. We examine questions about the allocation of enforcement resources against ITTP, and its distribution across activities, individuals, and organizations: in particular, whether and how to differentially target ITTP that involves violence or support for terrorism. Measuring The Financial Shocks Of Natural Disasters: A Panel Study Of U.S. States, Qing Miao, Yilin Hou, Michael Abrigo

This paper employs panel vector autoregression to examine the dynamic fiscal response to disaster shocks. With 50-state, 1970-2013 panel data of state government finance and disaster damage, we estimate disaster impacts on revenue, expenditure, debt issuance, and intergovernmental transfers. We find that following a disaster, states increase program expenditure, but receive more federal transfers. Disasters have limited impact on total tax revenues but amplify fluctuations in sales, income, and property tax revenues. Our findings suggest that disaster-induced additional spending is largely financed through federal transfers, which include not only disaster relief funds but also non-disaster-related public welfare aids.

The Economic Efficacy Of Reintegration Assistance For Former Child Soldiers, Jonathan B. Kaufmann

Undergraduate Economic Review

There is no consensus among scholars on the efficacy of reintegration assistance programs, including how their services affect reintegration outcomes. This research is the first statistical analysis of the economic impacts of reintegration assistance for former child soldiers. Several regression analyses were performed to determine the effect of reintegration assistance on earnings and social capital. The results indicate that no statistically significant relationship exists between reintegration assistance and earnings or social capital. Conversely, societal interventions such as increasing access to education and promoting traditional cleansing ceremonies were effective.

This essay aims to analyse the classification of unilateral transfers under the current account at Bretton Woods despite significant opposition from larger delegations of major Allied powers, bringing to the forefront the global liquidity of remittances in the post-War years permitted by their fully currency convertible nature. This paper investigates the long-run economic relationship between health care expenditure and income in the world using data on 167 countries over the period 1995-2012, collected from the World Bank data set. The analysis is carried using panel data methods that allow one to account for unobserved heterogeneity, temporal persistence, and cross-section dependence in the form of either a common factor model or a spatial process. We estimate a global measure of income elasticity using all countries in the sample, and for sub-groups of countries, depending on their geo-political area and income. We estimate the causal effect of repeated exposure to violent crime on test scores in New York City. We use two distinct empirical strategies; value-added models linking student performance on standardized exams to violent crimes on a student’s residential block, and a regression discontinuity approach that identifies the acute effect of an additional crime exposure within a one-week window. Exposure to violent crime reduces academic performance. Value added models suggest the average effect is very small; approximately -0.01 standard deviations in English Language Arts (ELA) and mathematics. Studies consistently show that Catholic schools produce positive impacts on educational outcomes. Many charter school networks in the United States now provide, what are essentially, secularized versions of the Catholic education model. However, charter schools cannot legally replicate the overt religious curriculum and mission of Catholic schools. Although difficult to disentangle its impacts from confounding variables, research suggests that religiosity is a positive predictor of educational outcomes. This relationship might suggest that religious-based education produces effects on outcomes of public value that could be difficult to replicate in secularized contexts.
