The Washington Department of Children, Youth & Families (DCYF) is a cabinet-level agency focused on the well-being of children, with a vision that "Washington state’s children and youth grow up safe and healthy— thriving physically, emotionally and academically, nurtured by family and community." As a newly established state agency, DCYF oversees several services previously offered through the state Department of Social and Health Services (DSHS) and the Department of Early Learning (DEL). This paper aims to provide insights on the design of optimal subsidy policies to enhance energy security amidst energy disruptions triggered by geopolitical conflicts. We introduce a novel Markov switching dynamic stochastic general equilibrium (MS-DSGE) model to address the limitations of existing integrated assessment models in environmental evaluation. These models often fail to adequately consider the environmental and economic impacts of geopolitical conflicts and do not prioritize energy security sufficiently in policymaking. Our application of the MS-DSGE model to the Russia–Ukraine conflict reveals significant decreases in output, social welfare, and energy consumption during disruptions. The paper discusses an attempt to explore and assess the economic clustering in Maharashtra by focusing on the MSMEs (Micro, Small and Medium Enterprises) and large enterprises in six major districts, namely Konkan, Nashik, Pune, Aurangabad, Amravati, and Nagpur. Cluster coefficients, total number of workers, and other economic indicators of units were considered to understand how industries are spread and perform regionally. The Zero Emission of Domestic Shipping in the Republic of Korea (ZED-PK) project is an ambitious initiative aimed at enhancing energy efficiency and developing a path towards zero emissions for the domestic shipping fleet in the Republic of Korea. ZED-PK encompasses a systematic and transdisciplinary approach involving multiple stakeholders. The project is structured into three phases, each dedicated to progressively advancing the decarbonization efforts within the maritime sector.

Domestic shipping is integral to the Republic of Korea’s economy, but contributes significantly to air pollution and GHG emissions. The sector’s emissions pose environmental risks, human health threats, and additional external costs, …

The Warsaw Uprising of 1944 was a major World War II operation by the Polish resistance Home Army (Armia Krajowa) to liberate Warsaw from Nazi German occupation. It began on August 1, 1944, and lasted 63 days, as the poorly equipped resistance fought against well-armed German forces. The Soviet Red Army, stationed across the Vistula River, offered no significant aid, leaving the insurgents isolated. The uprising was brutally suppressed, resulting in approximately 200,000 Polish civilian and combatant deaths. Warsaw was left in ruins, and the city’s population was forcibly expelled. Despite its tragic outcome, the uprising symbolized Polish resistance and …

Proposed regulations for alcohol advertising prevent beverage companies from targeting people under the legal drinking age. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. Alcohol alternatives beverages, including no-alcohol and low-alcohol products, are increasing in popularity and can function as compliments to alcoholic products to decrease the total alcohol volume consumed or as substitutes for alcoholic products. Renewable Energy Stocks' Performance And Climate Risk: An Empirical Analysis, Lingyu Li, Xianrong Zheng, Shuxi Wang

This article studies the relationship between renewable energy stocks’ performance and climate risk. It shows that publicly held renewable energy stocks underperform as a reaction to climate policy information releases, modeled by feed-in tariff (FIT) legislation announcements. The study examined stock price behaviors 2 days before and 30 days after FIT policy announcements. The stock sample used in the study has 3702 firm-day combinations, which included 180 cleantech firms and 32 events from 2007 to 2017. Based on the residual analysis of the sample’s abnormal return, it indicated that the FIT announcements are associated with significant declines in returns. The …

This paper examines the current housing crisis in The Bronx that worsened during and after the COVID pandemic. It examines social and economic factors that contribute to low home ownership and housing instability. Through a comparison with European models, the author concludes that solutions to alleviate the crisis may include rental price caps, increased Airbnb regulations and government “subsidization instead of profitability”.

[Introduction] The maritime industry has witnessed an increasingly loud call to contribute to the global trend towards environmentally sustainable practices in recent years. In this context, the International Maritime Organization (IMO) has set the ambitious goal to reduce the greenhouse gas (GHG) emissions from shipping by at least 50% by 2050, compared to levels in 2008. To achieve such dramatic reductions, research contributing to sustainable maritime shipping has flourished in recent years. Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Rooted in democratic theory, this study explores small, rural city elections where write-ins won election. Understudied, local governments are responsible for decisions affecting the lives of millions of people each day. This dissertation investigates the impact of social, navigational, familial, aspirational, and resistant capital on the ability of small business owners in Pennsylvania to access relief funding during the COVID-19 pandemic, primarily the period from March 2020 to December 2020. Utilizing Dr. Tara Yosso’s Community Cultural Wealth framework, the study explores systemic barriers within relief initiatives and how they affect marginalized communities.

Corporate groups comprise parent companies and one or more subsidiaries, which parents use to manage liabilities, transactions, operations, and regulation. Those subsidiaries can also be used to manage criminal accountability when multiple entities within a corporate group share responsibility for a common offense. A parent, for instance, might reach a settlement with prosecutors that requires its subsidiary to plead guilty to a crime, without conviction of the parent itself—a subsidiary-only conviction (SOC). The parent will thus avoid bearing collateral consequences—such as contracting or industry bars—that would follow its own conviction. The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. While there is a developing consensus that governments need to address systemic racism, public administration scholarship has not played a large role in supporting policymakers who want to achieve that end. To institutionalize that effort, we analyze the budget process as a setting to identify inequities and incorporate social equity given its overarching reach across all programs and policies. This article uses the tenets of critical race theory to illustrate how to use the budget process to incorporate equity. It includes the betrayal of Stevenson by JFK during the Bay of Pigs fiasco and how many members of the Kennedy administration felt Stevenson was too naive and weak to be an ambassador to the United Nations during the Cold War. As the climate crisis continues, businesses are becoming savvier with how they communicate their environmental impact to their audiences. Greenwashing, the act of making unsubstantiated claims about the environmental friendliness of products, is becoming more popular amongst unsustainable corporations. Past research shows that companies are using specific techniques to deceive consumers. By conducting a content analysis of five corporate Instagram accounts from companies with past greenwashing allegations, this research used four main criteria to categorize greenwashed posts: color palette recurrent language, pleasant nature imagery, and vague appeals.
