This article discusses theoretical models for effective interpersonal communication in the intranational workplace for public sector managers in the U.S. Effective communication is complete when the message has been understood. A message has been understood when it has been both clearly sent and received. Effective communication is a requisite to every step in the organizational process--from the mutual recognition and understanding of a topic or problem that triggered the communication in the first place to its final resolution. Theses and Dissertations in Urban Services - Urban Management

The purpose of this study was to determine if there is an arrangement of export development programs which could be utilized by state agencies to best serve the economic and social policy goals of states.

Quantitative and qualitative techniques were employed in conducting this research. Descriptive information was gathered from surveys of state export development agencies. A Delphi methodology was used to gain consensus from public managers about program goals and program effectiveness.

The research demonstrates that there are primary goals which states pursue, such as employment generation and providing exporter assistance, for which certain export promotion activities are considered …

Ethics problems permeate all aspects of public agencies. This is especially true in urban areas where public workers have frequent interactions with large numbers of civilians. The results of unethical behavior often have very tangible effects with perhaps the most serious consequences being the deterioration of public services and the destruction of public trust.

This dissertation explores Milton Fisk's Group Ethics Theory which states that ethical behavior varies according to cohesive group membership. The Perceived Role Of High-Level Black Urban Managers In Virginia, Karen Ann Johnson

Theses and Dissertations in Urban Services - Urban Management

Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This study sought to develop a framework of factors which impact the success of offset agreements. These agreements have impacts on the U.S. defense industrial base, employment, the balance of trade, and the ability of the U.S. to protect its technology. Consequently, their study is important. A framework of twenty-two factors was developed through an extensive literature review and then tested against the offset proposals in the Korean Fighter Program (KFP). In the KFP case study, only one of the factors, high visibility of the product, appeared to differentiate between the two proposals and have an impact on the final …

This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. The methodology used in these areas involved a literature review, personal interviews with Foreign Liaison Officers to obtain customer perspectives, and a statistical analysis of pipeline times for all FMS …

This research evaluated current NASA organizational and logistical strategy processes to compare them with current academic theory and make recommendations to improve the processes. Various strategy theories were explored, resulting in a model synthesizing the various elements. The organizational, cultural, and political environment surrounding NASA was studied. Personal interviews were conducted and various NASA strategic plans and other documents were analyzed. From these activities emerged six recommendations: (1) Create a formal strategy process for NASA logistics (and NASA), (2) Tie logistics strategies directly to organizational strategies/goals, (3) Get logisticians from different functions/programs/centers to crossflow information, (4) Identify redundancies in logistics …

The dichotomy of urban and rural areas does not fit the circumstances of contemporary social life in the United States. Although needy populations redistributed across the social landscape, almost no social service agencies serving rural populations are, or ever have been, located in either urban (city) or rural (countryside) areas. Social agencies serving rural populations are nearly always located in towns. The town is a unique and distinctive rural social, economic and political institution. An adequate approach to conceptualizing rural social work must begin with recognition of one of the fundamental insights of contemporary urban theory: the regional character of …
