Financing America’S Roads: The Past Is Prologue, Michael J. Gravier, M Theodore Farris Ii
Journal of Transportation Management
This article provides a historical perspective of American roadway financing. It explores revenue collection and expenditures at the federal, state, and local governmental levels. Accounting practices of the Highway Trust Fund are discussed including the enactment of the Truth in Budgeting Act to shift revenue collection closer to a direct-user tax. Factors affecting roadway tax revenues are identified and the impact of increasing taxes is discussed. Four key considerations which will continue to shape roadway revenue collection are identified.

In its early days, the international air express industry was synonymous with on-board couriers, carrying bags of documents on commercial flights. The industry has changed dramatically. That initial focus on documents has widened into the transport of packages and freight, carried by fleets of fully owned or dedicated aircraft, trucks, trains and delivery vans. The bulk of the business is dominated by 24-hour guaranteed and next-day deliveries. “Every day, hundreds of thousands of employees serve the distribution needs of an increasing number of businesses worldwide from one region to another” (European Express Association, 2002). While the theoretical case for Land Value Taxation is regarded as being very persuasive, most people looking closely at the idea form the view that the practical difficulties of introducing it into an established modern economy are compelling. Nevertheless, in Europe and America the ideas put forward by George continue to influence many people discussing issues around land use planning, urban development and methods of funding infrastructure and local government.

The Importance Of Logistics Capability In The E-Commerce Market, Jay Joong-Kun Cho, John Ozment

This research is focused on the importance of logistics capability and its effect on firm performance in the e-commerce market. Technology-based net companies are known to have poor business network and infrastructure compared to resource-based traditional non-net based companies. A multiple-item logistics capability measurement scale is used to measure logistics capability of the firm. Firm performance is also measured by multiple items. The results indicate that logistics capability has a positive relationship with firm performance and this relationship is stronger for net based firms than for non-net based firms. A Longitudinal Analysis Of The Journal Of Transportation Management: 1996 - 2004, Jerry W. Wilson, Cindy H. Randall

The first issue of the Journal of Transportation Management (JTM) was published in the Fall of 1989. This new publication was to provide an outlet for research and writing of a practical nature, of direct benefit to logistics and transportation managers and their firms. Since that first issue, the Journal has weathered three sets of editorial staff that have collectively produced sixteen full or partial volumes. This article provides some of the history of the JTM and an analysis of some of the characteristics of its contributors during the tenure of its third and current editor, Jerry Wilson.

The constantly evolving logistics discipline confronts practitioners with the challenge of keeping pace with the many advancements in the field. The authors examine ways in which logistics trainers may be able to improve their ability to effectively convey knowledge to logistics practitioners by supplementing the traditional lecture-based approaches with active learning exercises. The results of a recently conducted survey detailing current usage levels and approaches of active learning exercises, specifically simulations, by logistics educators is then presented. The Nevada State Gaming Control Board’s main duty is to regulate Nevada’s gaming industry. The gaming industry in Nevada had seen a rapid growth in gaming revenue within the last fifty years which resulted in the casino industry being taken over by large corporations and becoming very powerful. When private industries become very powerful, they can easily persuade their regulating committees to create policies that benefit the industry and not the general public. Competing At The Frontier: The Changing Role Of Technology Policy In Singapore's Economic Strategy, Winston T. H. Koh, Poh Kam Wong
Research Collection School Of Economics
For an economy competing at the global frontier, an innovation-based growth strategy requires a well-developed technological infrastructure, a set of capabilities-focused technology policies, as well as an institutional environment that stimulates innovation and entrepreneurship. This paper examines the role played by science and technology policy in an economy's transition to an innovation-based growth strategy. We discuss the challenges governments face as they restructure economic institutions to deepen R&D capabilities and encourage technology creation. We review Singapore's experience in this regard and assess its ongoing efforts to remake itself to compete at the global frontier.

The Family and Medical Leave Act of 1993 (FMLA) permits eligible workers to take up to 12 weeks per year of unpaid leave for medical reasons—either their own or those of an immediate family member. In the case of personal medical leave, an employee is entitled to leave for medical conditions that constitute “serious health conditions” and that make an employee unable to perform the functions of his or her position. The FMLA statute defines “serious health condition” as: “an illness, injury, impairment or physical or mental condition that involves inpatient care or continuing treatment by a health care provider.” …

The Family and Medical Leave Act of 1993 (FMLA) permits workers who meet certain conditions to take up to 12 weeks per year of unpaid leave for medical or family care reasons. The Family and Medical Leave Act of 1993 (FMLA) imposes notice obligations on both employers and employees. Employees must give their employer notice of their need for leave by providing an FMLA-qualifying reason for leave. Employees are not, however, required to use the words “FMLA” when asking for leave. Employees must also tell their employer if they wish to substitute paid leave for unpaid FMLA leave. Finally, employees must provide their employer with two-days’ notice of their plans to return to work following leave.

A System Dynamics Approach To Assessing Public Policy Impact On The Sustainable Growth Rate Of New Ventures, Jeff W. Trailer, Kuau Garsson
New England Journal of Entrepreneurship
The growth of firms is fundamentally based on self-reinforcing feedback loops, one of the most important of which involves cash flow. When profit margin is positive, sales generate cash, which may then be reinvested to finance the operating cash cycle. We analyze simulations of a sustainable growth model of a generic new venture to assess the importance of taxes, and regulatory costs in determining growth. The results suggest that new ventures are particularly vulnerable to public policy effects, since their working capital resource levels are minimal, and they have few options to raise external funds necessary to fuel their initial …

Special purpose entities, or Public Authorities, constitute a substantial portion of the public sector. In Kentucky, these entities provide large percentages of the services offered by state and local governments, employ thousands, have immense budgets, and issue large quantities of debt. It is this debt issuance that may be of concern to public administrators.
The purpose of this study was to examine the numbers and types of Authorities operating in a selection of Kentucky municipalities and how these Authorities, combined with other possible determinants, affect the levels of aggregate debt in the jurisdictions.
