Uncertainty, Technical Change, And Policy Models, Erin Baker, Leon Clarke, Jeffrey Keisler, Ekundayo Shittu

Both climate change and technical change are uncertain. In this paper we show the importance of including both uncertainties when modeling for policy analysis. We then develop an approach for incorporating uncertainty of technical change into climate change policy analysis. We define and demonstrate a protocol for bottom-up expert assessments about prospects for technologies. We then describe a method for using such assessments to derive a probability distribution over future abatement curves, and to estimate random return functions for technological investment in different areas. Finally, we show how these analytic results could be used in a variety of energy-economic models …

This report looks at how the economy of Montana and the entire Mountain West has been changing since the 1970s. Extractive natural resource industries are no longer as important to the economy as they may once have been. Other industries, services in particular, have become relatively more important in terms of employment and earnings in the state. Nonresident travel accounts for 7.5% of total employment (over 45,900 jobs) in Montana. How did the differing strategies adopted to develop tourism in Guizhou and Yunnan affect patterns of economic development and poverty reduction? The answer is paradoxical. Both provincial governments incorporated tourism as part of their overall development strategies, but their tourism sites were distributed and structured strikingly differently. In Yunnan, although tourism contributed to rapid economic growth, it did not reduce rural poverty as much as might be expected from a large rural-based industry. By contrast, Guizhou's relatively small-scale tourism industry, although not contributing significantly to growth, was distributed largely in poor areas and was structured to allow poor people to …

Electrochemical Detection Of Prostate Carcinoma Biomarkers Using Nanotechnology, Kathryn Leonard

The first chapter of this thesis speaks about prostate specific antigen, carbon nanotubes and horseradish peroxidase. The second chapter discusses the electrochemistry and catalysis of horseradish peroxidase (HRP) and myoglobin (Mb) covalently attached to vertically aligned carbon nanotube arrays used as a tranducer. Cyclic voltammetry results gave quasi-reversible FeIII/FeII voltammetry and electrochemical catalysis involving catalytic reduction of hydrogen peroxide for both the iron-heme enzymes in myoglobin and horseradish peroxidase coupled to the carboxylated ends of the carbon nanotube arrays by amine bioconjugation reactions. Reduction peak currents gave linear relationships with scan-rates, typical of thin layer voltammetry. Results suggest that the …

Since the terrorist events in the United States on September 11, 2001, the Federal Motor Carrier Safety Administration has been testing and evaluating cargo tracking technologies to improve the safety, security, and efficiency of commercial motor vehicle operations. Entry-Level Heavy Truck Drivers And Highway Safety: Is It Finally Time For Federally Mandated Training?, Harry L. Sink

Journal of Transportation Management

This article examines the need for mandated instruction and a uniform curriculum for entry-level commercial drivers. The study also addresses the discontinuity resulting from the establishment of a uniform licensing standard without requiring preparatory training. The research involves a review of Federal regulations pertaining to obligatory operator instruction in the air, water and rail mode. The investigation concludes that weak support and lobbying efforts by certain trucking interests have thwarted the adoption of mandatory instruction and/or a uniform curriculum. The study also highlights a pressing need for policy revision given the imminent retirement of many “baby boom” generation drivers.
