There is widespread consensus amongst scholars that sanctions—the deliberate withdrawal of customary trade and financial relations—do not work. Despite this perception, states are deploying sanctions at an increasing rate. This Article explains this paradox by arguing the predominant notion of sanctions’ utility employed by scholars is unduly constrained, narrowly focusing on the ability of such measures to modify the behavior of sanctioned parties while disregarding the alternative benefits this instrument can deliver. During the Santiago 2023 Pan American and Parapan American Games, held between October and November of 2023 in Santiago, Chile, six researchers from universities in the United States, Spain and Chile, conducted data collection for four research studies. These studies focused on: (1) the Games’ social impact on residents; (2) tourist profiles and their evaluations of the event; (3) volunteer motivations, empowerment, satisfaction, and future intentions; and (4) progress toward gender equity in Pan American sport organizations. Using Schlossberg’s adult transition theory, it explores the effects of invisible barriers, enrollment trends, and institutional factors on veteran student success, leveraging the VA’s GI Bill Comparison tool to examine public versus private school support. Findings underscore the need for targeted resources, faculty training, and institutional awareness to foster a supportive and inclusive environment that enhances veteran students' academic success and sense of belonging.

Nebraska Rural Poll

This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In addition, comparisons are made among different respondent subgroups, that is, comparisons by age, occupation, region, etc. Based on these analyses, some key findings emerged:

Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting three years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). Introduced in 1964 with the Tokaidō Shinkansen, this transformative infrastructure investment significantly reduced travel times, bolstered economic activity around station hubs, and facilitated regional development by enabling urban decentralization. This paper explores the long-term economic benefits of high-speed rail, including its impact on land value, business expansion, and carbon emissions. Leaders of Historically Black Colleges and Universities (HBCU) institutions influence retention rates of HBCU employees. An organization's culture determines the behavior of its employees. When assumptions regarding organizational structure were made, communication about the company's expectations was often ignored, leading to employees becoming accustomed to the culture and resistant to change. This mindset hindered HBCU growth and the willingness to address the urgency for policy revisions. Discussions about artificial intelligence (AI) are gaining prominence in the recent revival of “cold war” narratives comparing US-China relations today to the historical rivalry between the US and the Soviet Union. Drawing on a review of existing academic and policy literature engaging with the “AI cold war” narrative, this paper examines how the narrative is justified, and numerous ways that it can be challenged. It finds that the framing is largely driven by the securitisation of AI, as state actors and policy pundits view AI innovations’ dual-use capabilities as key to national security and ideological competition. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. The Officers’ Union of International Seamen (OUIS) commissioned the World Maritime University (WMU) to conduct the Work & Health Balance at Sea (WHEAB) project to examine some dimensions of seafarers’ working lives.

Building on exploratory interviews, a survey was designed and administered. The current report presents findings on work patterns (onboard and home periods), working hours, work-related stress, safety management system, shore leave, mental well-being, and career intention.

The survey gathered responses from 4,372 seafarers, mainly from India (n=1,098; 25.1%), the Philippines (n=690; 15.8%), the United States (U.S.) (n=501; 11.5%), and other worldwide regions (n=2,083; 47.6%). The overrepresentation of U.S. …

Shore leave for seafarers is generally accepted as a custom, if not a right, essential for well- being and pressure relief from the responsibilities of life on board. However, it is clear that the ability of seafarers to take shore leave has been seriously eroded and may even be facing extinction.

The combination of workload on board and limited time in port make it virtually impossible for seafarers to make time for shore leave. Commercial pressures have increased, and there is a serious risk that facilities available for seafarers will decline due to a lack of demand.

Performance audits have become increasingly important across the world. Scholars know that a variety of practices are incorporated within performance audits and have mapped this diversity. However, few quantitative studies examine performance auditing as a practice. This study fills that gap. By analyzing the published performance audit documentation of the UK National Audit Office (NAO), the study explores the influences of governmental change and crises behind changes in a supreme audit institution's performance audit. Public administration has become increasingly concerned with social equity, particularly in budgetary processes. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. This study evaluates the Penn Medicine Family Medicine Clerkship program through a mixed-methods approach, exploring the challenges and factors influencing the satisfaction of medical professional preceptors when precepting students. A quantitative survey with 54 preceptor participants reveals the top challenges preceptors face: workload, conflicts with patient care, and limited clinical space. Despite this, there is strong support for the program, with 89% of preceptors enjoying the role and 85% expressing willingness to continue to precept for the next three years. Finally, data analysis shows no statistical correlation between preceptor motivation with gender, ethnicity, age group, years of serving, or total …
