Some small businesses have slower growth as they age and have limited strategies to maximize profit, productivity, and job creation. The purpose of this qualitative study was to explore the strategies small business managers use to capitalize on growth opportunities. Area small business managers and support program stakeholders could gain new knowledge to develop effective support for mature small businesses. Twenty managers participated in this case study. These managers were from small businesses operating in the state of Florida for more than 5 years with less than 500 employees. National healthcare as executed through the Patient Protection and Affordable Care Act (ACA) was introduced in 2010, but was discussed for several decades prior to its enactment. Section 5210 of the ACA established funding for a Regular and Ready Reserve Corps (RRRC) to provide support to local healthcare entities with emergency preparedness. Public safety is negatively affected when arrest warrant information is not available to law enforcement officers, judges, prosecutors, and other criminal justice practitioners. The U.S. Government and the criminal justice community have advocated for electronic warrant systems (e-warrants). Peace officers know that when e-warrant systems deliver warrant information to them immediately from multiple jurisdictions, their safety is increased. However, the factors that cause these e-warrants systems to improve safety are not known. A lack of alignment between police performance evaluation policy purposes and officer performance evaluation perceptions has implications for the organizations' resource management, officer morale, and public safety. A literature review points towards a gap existing between policy purpose statements and employee perceptions. The purpose of this study was to investigate the relationship between the policy purposes of police performance evaluations and the officers' perceptions of those evaluation experiences in 4 Ontario municipal police services. Many nonprofits seek a volunteer base that includes the experience and maturity of the Silent and Baby Boomer Generations as well as the creativity and advanced technological knowledge of Generations X, Y, and Z. Published literature recommends implementing multigenerational volunteer programs to increase the representation of multiple generations. However, there is no literature providing guidance to create volunteer management practices that simultaneously recruit and retain those generations. المستخلص تهدف الدراسة الحالية الى إيضاح الدور الذي يمارسه التمايز السلوكي في بلورة التماثل التنظيمي للحد من سلوك العمل المنحرف . وقد جمعت بيانات الدراسة من آراء منتسبي الكلية الاسلامية الجامعة في القادسية وقد بلغ عدد الذين ابدوا آرائهم (55) فرداً ما بين موظف وتدريسي وقائد ادري . تم اختبار فرضيات الدراسة التي تدور حول علاقات الارتباط والتأثير المباشر وغير المباشر بين متغيرات الدراسة . اثبتت نتائج الدراسة صحة اغلب الفرضيات والتي اصيغ بصددها مجموعة من التوصيات التي يمكن الاستفادة منها في تطوير واقع التعليم العالي في العراق بشكل عام وفي المنظمة المبحوثه بشكل خاص .

The purpose of the present phenomenological study was to understand the shared, lived experiences of senior managers who work in a U.S. airport and who have undergone a change in the top leadership position. Airports are of critical importance to their local regions and communities and are economic engines for their respective regions. The violence of the Niger Delta host communities against the international oil companies (IOCs) is rampant and dogged. The extent of violence that occurs is harmful to communities, individuals, and oil companies that provide a certain degree of economic stability to the region. The Nigerian government faces a major challenge of resolving community violence in Nigeria. Since the establishment of the individual augmentee role within the U.S. Navy, little research has examined this nontraditional role associated with combat units. The majority of combat-related posttraumatic stress disorder (PTSD) research has been dedicated to Army and Marine Corps personnel with little research conducted on the Navy population. The purpose of this nonexperimental study was to identify the prevalence of combat-related PTSD symptomology for Navy personnel returning from an augmentee tour. Several studies suggest that nonprofit organizations that compete with for-profit organizations to deliver public services struggle to obtain mission clarity and face resistance by staff and volunteers when implementing traditional for-profit business planning procedures. The purpose of this study was to extend the Austrian theory of entrepreneurism and Bourdieu's social practice theory to identify particular procedural functions during the strategic planning process that played a role in the struggle of nonprofit organizations to obtain mission clarity. Senior leaders in state government public sector agencies must manage employee performance to ensure quality services to the citizens they serve. Limited academic research exists to study the barriers that these leaders acknowledge as deterrents to managing employee performance. The purpose of this qualitative study was to understand the reasons that public sector leaders at the Ohio Department of Transportation (ODOT) were challenged to manage employee performance and explore the role of transformational leadership. The ODOT was selected for this research because two prior worker surveys conducted by the agency revealed that employee performance accountability was an issue of concern. …

The 18th Air Transport Research Society World Conference (ATRS) was held in Bordeaux, France, from July 17 to July 20, 2014. The conference attracted some 347 participants, and 321 papers were presented. The guest editors have selected six papers to be included in this special issue. These papers cover a wide range of topics presented and discussed at the conference and offer important contribution to the literature on air transport.

What capacities are needed on the part of policymakers in areas such as the agri-food biotechnology sector in order to attain excellence at the individual, organisational and systemic levels of regulatory operation? To address this question, this paper draws upon work recently carried out on regulatory excellence by the Penn Programme on Regulation and couples it with recent studies on how to build policy capacity. Derived from a multi-jurisdiction, multi-sector review of regulation, the Penn programme identified three core areas or `pillars' of regulatory excellence - namely, stellar competence, empathic engagement and utmost integrity -which reflect the kinds of individual …

This thesis focuses on how women in the emergency management field have identified and overcome challenges when entering and advancing in the profession. The two research questions were:
• What barriers have females experienced when entering and advancing in the field of emergency management?
• In what ways have females overcome barriers when entering and advancing in the field of emergency management?

The literature suggests that thoughtful board composition generates more strategic and thoughtful policymaking. This study examined one aspect of board composition that is frequently cited as a source of more strategic and thoughtful policymaking: clients as voting members.
This study used descriptive and inferential statistics to examine the prevalence of, and the factors associated with clients participating as board members of human services nonprofit organizations in San Diego County. The Word Outside And The Pictures In Our Heads: Contingent Framing Effects Of Labels On Health Policy Preferences By Political Ideology, Sungjong Roh, Jeff Niederdeppe

This study uses data from systematic Web image search results and two randomized survey experiments to analyze how frames commonly used in public debates about health issues, oper- ationalized here as alternative word choices, influence public support for health policy reforms. In Study 1, analyses of Bing (N = 1,719), Google (N = 1,872), and Yahoo Images (N = 1,657) search results suggest that the images returned from the search query “sugar-sweetened beverage” are more likely to evoke health-related concepts than images returned from a search query about “soda.” In contrast, “soda” search queries were more likely to incorporate brand-related …

Standard cost-benefit analysis (CBA) is insensitive to distributional concerns. A policy that improves the lives of the rich, and makes the poor yet worse off, will be approved by CBA as long as the policy’s aggregate monetized benefits are positive. Distributional weights offer an apparent solution to this troubling feature of the CBA methodology: adjust costs and benefits with weighting factors that are inversely proportional to the well-being levels (as determined by income and also perhaps non-income attributes such as health) of the affected individuals.
Indeed, an academic literature dating from the 1950s discusses how to specify distributional weights. And …

Public Sector Personnel Economics: Wages, Promotions, And The Competence-Control Trade-Off, Charles M. Cameron, John De Figueiredo, David E. Lewis

We model personnel policies in public agencies, examining how wages and promotion standards can partially offset a fundamental contracting problem: the inability of public sector workers to contract on performance, and the inability of political masters to contract on forbearance from meddling. Despite the dual contracting problem, properly constructed personnel policies can encourage intrinsically motivated public sector employees to invest in expertise, seek promotion, remain in the public sector, and develop policy projects. However, doing so requires internal personnel policies that sort "slackers" from "zealots." Personnel policies that accomplish this task are quite different in agencies where acquired expertise has …

Aim: The public sector is facing turbulent times and this challenges nurses, who are expected to serve both patient interests and the efficiency drives of their organisations. In the context of implementing person-centred health policy, this paper explores the evolving role of front-line nurses as leaders and champions of change.

This article presents the theory of philanthropy of the Palix Foundation, which seeks to improve health and wellness outcomes for children and families in Alberta, Canada, by mobilizing and applying knowledge about brain and early childhood development and the link to lifelong mental health and addiction outcomes.
Through years of intuitive exploration and adaptation, the foundation evolved its role to include brokering access to the latest scientific knowledge, convening key players in multiple forums to explore applying that knowledge, and serving as a learning partner to public systems and communities in Alberta.
