Minority recruitment has been an emphasis for law enforcement agencies for decades. These agencies have attempted to recruit minority officers through different venues, including college visits, career fairs, advertising, high school visits, community organizations, and other avenues in an attempt to have their department more representative of the community. There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). This paper presents the problem of scheduling security teams to patrol a mass rapid transit rail network of a large urban city. The main objective of patrol scheduling is to deploy security teams to stations of the network at varying time periods subject to rostering as well as security-related constraints. We present several mathematical programming models for different variants of this problem. Since China became a net oil importer in 1993, oil refineries have played integral roles in China's quest for oil security. And yet, the capacity, security, and configurations of refineries were rarely featured in the discussions about China's oil policy. To fill this gap, this paper explains the basics of refinery economics and technology, and details the development in China's refining industry since the early 1990s. Bullying At The Fire Station? Perceptions Based On Gender, Race And Sexual Orientation, John C. Griffith, Donna L. Roberts, Ronald T. Wakeham

Discrimination and strained co-worker relationships based on gender, race or sexual orientation are forms of bullying in the workplace. This research examined firefighter perceptions with regard to bullying. The web based survey was distributed through the National Fire Academy Training, Resources and Data Exchange Network, (TRADENET). Findings from 113 surveys indicated that most firefighters did not perceive bullying issues were pervasive in the fire service. However, there were large differences in perception between female and male firefighters. Significantly more female firefighters indicated they were treated differently due to gender, felt their supervisors did not address complaints concerning gender or sexual …

Small business success drives the health of a local economy. The problem of this three phase mixed methods study was to encourage entrepreneurship by identifying the resources that support business startup and growth. In the first qualitative phase, the city business resource webpage was observed and 10 entrepreneurs were interviewed to identify which business resources were used for their recent startups. Using the data from the interviews, a survey instrument was developed for the Small Business Subcommittee (SBS) that was used in the second quantitative phase which included 351 business owners; 35% were women and 65% were men. The Groundwork For Successful Cohort- Based Fiscal Capacity-Building: An Evaluation Of The Strengthening Financial Management Initiative, Nancy Devine

This article is based on the findings of an evaluation of The Wallace Foundation’s Strengthening Financial Management initiative, which show that it is possible, with well-designed training and support, to enhance the ability of nonprofit leaders to strategically manage their resources for long-term sustainability and programmatic quality.

The initiative tested two models of capacity building – a relatively high-intensity approach and a lighter, though still substantive, model. While the two shared a common core of content, the amount of resources provided in each of the two models was dramatically different.
