Program for the 2017 MLK Keynote Address: Emory Douglas. An artist, educator and human rights activist, Emory Douglas served as the Minister of Culture for the Black Panther Party from 1967-80. Best known for his political drawings and cartoons in the Black Panther Newspaper, he articulated the injustices experienced by African Americans living in the inner city, the growing militancy and organization among urban black youth in the face of police violence and the need for community-based social programs. 2017 MLK Keynote, Emory Douglas discusses the process, meaning and impact of his artwork then and now.

The production and disposal of electronics, from cradle to grave, pose critical threats to human health and the environment. The Arctic is changing rapidly as average temperatures rise. As an Arctic nation, the United States is directly affected by these changes. It is imperative that these changes be understood to make effective policy decisions. Since the research needs of the Arctic are large; 14 Federal agencies have Arctic research programs. As a result, the government regularly works to coordinate Federal Arctic research in order to reduce duplication of effort and costs, and to enhance the research’s system perspective. Climate change has recently shifted focus to adaptation and mitigation strategies in coffee production. Shade coffee systems, already widely recognized for their contribution to biodiversity and soil conservation, are now drawing attention for their role in carbon storage. Researchers have generally assumed that high carbon storage must come at the expense of reduced crop yields, implying that farmers must choose between sustainability and profit. This study uses field inventories of 70 farms in Jinotega, Nicaragua to estimate this tradeoff in smallholder shade coffee systems. The focus of this report is to assist in the deployment of renewable energy in New York City by creating a framework that affordable housing organizations can use to navigate evolving New York regulations to deploy solar PV to their tenants and reduce their tenants’ utility bills. Like many other municipal governments, Lexington utilizes a web of partnerships to support economic development. These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks.

This dissertation evaluates representative bureaucracy, a public management theory that has been embraced by public management scholars and implicitly embraced by practitioners through the use of diversity hiring initiatives. The theory of representative bureaucracy posits that a bureaucracy will function better if the administrative arm of government, in addition to its political one, is representative of the public. This representativeness is achieved if the bureaucrat shares a common identity with the group or groups they are meant to represent. U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Still, as a relative latecomer in the global AI race, China faces numerous challenges to implement its policy planning, including short-term skills gap and long-term institutional constraints.

هدفت هذه الدراسة إلى التعرف على دور لجان التدقيق في الحد من ممارسات إدارة الارباح وأثرها علـى جودة التقارير المالية المنشورة لشركات التأمين العراقية المدرجة فـي سوق العراق للأوراق المالية. لتحقيق أهداف هذه الدارسة تم تصميم استبانة وزعت على المدققين الداخليين والمحاسبين العاملين في شركات التأمين العراقية العامة بلغ عددها 110 استبانة تم استرداد 100 استبانة وتمت المعالجة الاحصائية المناسبة في التحليل باستخدام البرنامج الاحصائي SPSSوقد توصل البحث الى مجموعة من النتائج نذكر من اهمها أن إعداد تقارير تخص لجان التدقيق وبصفة دورية مرفقة مع التقارير المالية الدورية وبكل صدق وأمانة يمثل دعماً للجان التدقيق لغرض الارتقاء بمستوى جودة التقارير …

Testing A Theory Of Sense Of Community And Community Responsibility In Organizations: An Empirical Assessment Of Predictive Capacity On Employee Well-Being And Organizational Citizenship., Neil Boyd, Branda Nowell

This paper attempts to advance our understanding of the experience of community in organizational settings by empirically testing a theory of sense of community responsibility (SOC-R) in relation to traditional measures of sense of community [SOC] on outcomes of employee well-being and organizational citizenship. Findings support the notion that SOC is a better predictor of employee well-being while SOC-R more strongly predicts organizational citizenship behavior. The findings add new knowledge to the literature on the experience of community in organizations, and represent an important contribution to our understanding of the factors that drive employee action and well-being at work.

Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.

Nonprofit organizations are characterized by both their programmatic and advocacy activity. Nonprofits are called on not only to provide essential services for many citizens, but also to advocate on the behalf of the issues impacting the populations they serve. An important advocacy activity engaged in by nonprofits is lobbying which is defined as communication directed at a legislative body with the intent to influence a legislative outcome (Raffa, 2000).
