The Virginia Department of Social Services (VDSS) was the first QIC-WD site to select a workforce intervention. VDSS learned from the field that many workers leave the agency because they feel overloaded with paperwork. In Virginia, 2,400 Family Services Specialists (FSS) representing 120 local departments of social services (LDSS) perform child welfare and adult protective services. These FSS must document case notes for all interactions with clients, families, and service providers. FSS often manage several high-priority cases and need tools to complete their required documentation in a timely and high-quality manner. Direct traumatic events – Murder, threats on the lives of workers or their family members, name calling, cursing, shouting, assaults, dog attacks, and property damage. 2. This article is about FMCSA data and its analysis. The article responds to the two-part question: How does an Item Response Theory (IRT) model work differently . . . or better than any other model? The response to the first part is a careful, completely non-technical exposition of the fundamentals for IRT models. It differentiates IRT models from other models by providing the rationale underlying IRT modeling and by using graphs to illustrate two key properties for data items. The trucking industry faces a number of issues as it tries to meet growing demand for services. Trucking services are stifled by three factors: (1) strict enforcement of hours of service requirements which preclude carriers from meeting scheduled appointments; (2) over-the-road driver shortages; and (3) the absence of tort reform or federal preemption to trump nuclear judgments which reach upstream to shippers and brokers. However, rail may be an alternative for a growing number of commodities. This article examines the viability of rail services for the wine industry.

The Economic Impact Of Olympic Games: Effects Of Host Country Announcements On Stock Market Returns, Bryan Engelhardt, Victor Matheson, Alex Yen, Max Chisholm

Economics Department Working Papers

Roughly seven years before an Olympic Games, the International Olympic Committee (IOC) accepts bids from countries to host an Olympics. Subsequently, the IOC determines and announces to the world who has won (and lost) the right to host. Contrary to prior evidence, we find the announcements do not affect the bidding countries’ stock markets. We complement prior studies by including additional, more recent, years of announcements, by investigating whether there are effects prior to the announcement, and by testing for an effect both parametrically and non-parametrically.

On 24 April 2013 more than 1,100 people died in the Rana Plaza garment factory collapse in Bangladesh. TV cameras focused on the victims of this horror – the garment workers, their unsafe and pitifully low incomes. Improvements were promised, by the factory owners, their international buyer customers, Bangladesh Government and civil society groups. This study sought to examine to what extent these promises had been delivered upon. Bangladesh is the world’s second largest exporter of ready-made garments. An Event Study Analysis Of Too-Big-To-Fail After The Dodd-Frank Act: Who Is Too Big To Fail?, Kyle D. Allen, Ken B. Cyree, Matthew D. Whitledge, Drew B. Winters

One feature of the Dodd-Frank Act is the elimination of too-big-to-fail (TBTF) banks. TBTF is a government guarantee of large banks that has been shown to increase the value of these banks, so removing the guarantee should result in a price decline of TBTF bank stock. Using event study methods, we find very limited reaction to the process of eliminating TBTF. Specifically, there is limited reaction among the largest banks and banks receiving special attention, such as Systemically Important Financial Institutions (SIFI) banks. Instead, smaller banks not receiving special attention show some evidence of negative returns with the elimination of …

The discoverability and admissibility of post-accident “preventability” determinations by trucking companies is often much disputed in truck accident cases. It is well known that Plaintiff’s attorneys will try to construe a trucking company’s classification of an accident as “preventable” as an admission of fault during the course of a lawsuit. However, statements made by the FMCSA provide significant support to a trucking company’s efforts to preclude discovery or admission of preventability determinations in a lawsuit. This articles explores these issues.

Early Career Job Choice In Logistics: Comparing Shifts In Attribute Importance Between Internship And Full-Time Roles, Michael Scott Garver, Sean P. Goffnett, Richard Divine, Zachary Williams, Connor F. Davis

Maximum difference scaling was used to analyze the importance logistics students attach to 17 job attributes for internships as well as for full-time, entry-level positions. Significant differences in importance were found on nine of the 17 attributes tested. Room for advancement was the most important criterion for full-time positions while atmosphere/work environment was most important for internships. Implications for practitioners, academics and students are discussed. It is believed the results of the current study will provide useful insight to logistics employers to assist them in developing more attractive, entry-level job and internship opportunities and help them communicate more effective recruiting …

Surveys of retail security directors show that almost half of those polled had been the victims of a supplychain disruption directly related to cargo theft. This is a significant increase from just five years ago. In order to fully understand the issue of cargo theft, retailers need to know why it exists, who is perpetrating it, how risk can be reduced, and ultimately how to react to a loss. This article explores a number of dimensions of the issue, and offers several suggestions for mitigating the risk and dealing with theft after it occurs.

تهدف الدراسة إلى قياس مدى تأثيرا مؤشرات سوق العراق للأوراق المالية في الاستثمار الاجنبي المباشر , بناءً على الفرضية التي تفيد بوجود علاقة ارتباط وتأثير إيجابية ومعنوية بين مؤشرات سوق العراق للأوراق المالية والاستثمار الأجنبي المباشر, وقد بيّنت هذه الدراسة أثر العلاقة باستخدام الأسلوب الوصفي لعرض مفاهيم المتغيرات, بالإضافة إلى الأسلوب القياسي باستخدام معادلة الانحدار الخطي حيث تم تقديرها بطريقة المربعات الصغرى العادية, وتوصلت نتائج الاختبار القياسي إلى وجود علاقة طردية معنوية بين الاستثمار الاجنبي وبعض مؤشرات سوق العراق الأوراق المالية وهي مؤشرات (عدد الأسهم المتداولة، حجم التداول، القيمة السوقية ,مؤشر الأسعار، عدد الشركات المتداولة)، مقابل عدم معنوية النماذج المتبقية.

Since 2014, Washington state’s Department of Child and Family Services (DSHS) has seen a dramatic drop in foster care providers. From 2005 to 2015, only 102 of 1,100 foster families licensed in 2005 were still providing care. As of 2015, the number of available homes has dropped to more than 1,000 below the normal level (at 4,600. homes.) Many issues are cited as contributing to these numbers, such as problematic administrative practice, unbearable social worker caseloads, and a sluggish system unresponsive to change. Entrepreneurial development of contaminated or blighted land, commonly referred to as “brownfield,” carries significant enterprise risk. When considering competing opportunities, capital tends to flow in an adverse direction from higher-risk activity where outcomes are less certain. In addition, a complicated regulatory landscape can increase transaction costs which further limit the desirability of these projects. Often, that leaves the remediation of environmentally compromised property in the hands of the public sector.
