Starting in 1991, Argentina operated a currency board regime under which the central bank guaranteed a one-to-one peg of the Argentine peso to the US dollar. But in 2001, markets became increasingly concerned that the central bank would be unable to maintain the peg and would allow the peso to devalue against the dollar. At that time, more than two-thirds of Argentine bank deposits were denominated in dollars. Throughout 2001, depositors withdrew funds from banks; by November, peso deposits had declined by more than one-third and dollar deposits had fallen by one-tenth. In this paper, we analyze seven case studies involving bank holidays and two involving mutual fund suspensions produced by the Yale Program on Financial Stability. Our main purpose is to assist policymakers who are considering utilizing a bank holiday in designing the most effective program as efficiently as possible. We find that a bank holiday may be most useful when designing and implementing a comprehensive remedy to an underlying problem distressing banks, particularly when an exogenous shock rather than balance sheet weaknesses is the cause of general distress to the system. With Argentina facing a liquidity crisis and collapse in demand for government debt, on Wednesday, August 28, 2019, the country's minister of economy, Hernán Lacunza, announced after markets closed that the government was extending the maturity of USD 7 billion of its short-term public debt securities, among other measures. Lacunza stated that domestic retail investors would not be subject to the terms of the maturity extension and would be paid principal and interest on the affected securities per the original maturity schedule. As urban tourism continues to rise, walking tours have emerged as a low-impact, environmentally friendly, and culturally immersive form of tourism. This study explores the relationship between walking tours and the development of sustainable tourism behaviour among participants in Jakarta, Indonesia. Using a qualitative research approach, this study elaborates the motivations, perceptions, and behavioural changes of individuals who have participated in walking tours across Jakarta’s historical and cultural sites. Data were collected through in-depth interviews and participant observations, focusing on themes such as environmental awareness, appreciation of local culture, and reduced dependency on motorized transport. This article traces out the development of the New Institutional Economics (NIE). It delineates the literature into two interrelated themes of institutional environment and institutions of governance. The rules of the game of institutional environment determine governance choices. Inefficient institutional environment results in inefficient governance mechanisms which causes misutilization of scarce resources. Institutional environment evolves over time. This article demonstrates the evolution of institutions in response to shocks with analysis of historical examples. The 2025 Nebraska state Unicameral dealt with major state budget challenges but also managed to enact four bills affecting Nebraska agriculture and holding three other bills over for possible action in the 2026 legislative session. Enacted legislation dealt with a ban on laboratory-grown meat, the merger of state natural resource and environmental agencies, amending the 2024 paid sick leave initiative, and establishing a School Financing Review Commission. Agricultural-related bills carried over to the 2026 legislative session include modifying cattle feedlot brand inspection fees, inheritance tax reductions, and modifying the 2022 minimum wage initiative.

This research explores the contextualized use of Lean and Six Sigma (LSS) practices in the state governments in the United States. It analyzes LSS’s capacity to innovate public service administration to improve efficiency, effectiveness, and equity in government.
This study employed the Grounded Theory Method to analyze 2,048 LSS project reports from 32 state governments between 2003 and 2024, aiming to identify systematic patterns in the adjustment and application of LSS within state service administration and its outcomes.

This report examines the resilience of women nano- entrepreneurs in Mindanao and explores the impact of access to finance and digital technologies on their business sustainability. Utilizing data from the Social Enterprise Development Partnerships Inc. (SEDPI) and focus group discussions (FGDs), the study identifies key challenges and coping mechanisms employed by women-led nano- enterprises. The findings provide actionable insights for policymakers and microfinance institutions (MFIs) to design targeted interventions that strengthen the sustainability of these enterprises, particularly in the face of economic and environmental shocks. This study investigates the critical factors influencing the initiation of Public Sector Innovation (PSI) in Indonesia, focusing on governance and service-type innovations within two local government settings: Yogyakarta and Kupang. The methodology employed was a qualitative approach with multiple case studies complemented by the critical incident technique for data analysis. The data were gathered from 23 informants who played significant roles in the early stages of the innovation process at the local government level. Millions of urban trees are downed annually for various reasons, such as storms, disease, or development. We are all witnesses to the loss of trees as we see the piles of woody waste assembled on the curbside, ready for public works pickup. Today, most urban wood waste ends up in landfills, mulching/chipping facilities, or firewood production. Each of these alternatives results in the release of sequestered carbon back into the atmosphere.

Although AI tools are increasingly used by contractors to generate proposals, their integration into government evaluation processes remain limited. We present a practical and accessible template for quantitative survey data analysis designed for non-academic researchers in order to facilitate engagement from community collaborators. The template, created in Google Sheets, is mainly for computing cross-tabulations, but it also displays frequency distributions and p-values for determining statistical significance. The template allows collaborators to record their observations and questions, promoting an efficient yet interactive review process and fostering a democratic analysis environment. Based on our own experience using this template for a data party, we highlight its effectiveness in promoting collaborative data interpretation, decision-making, and the actionable use of survey findings.

This project explores strategies for enhancing front-line innovation within federal agencies through employee engagement with the U.S. Department of State's Passport Services Innovation Portal. Rooted in the principles of creative leadership and intrinsic motivation, the project addresses persistent barriers to innovation in federal settings, such as bureaucratic inertia and a lack of feedback mechanisms for idea submissions.
