In the singular search for profits, some corporations inadvertently kill humans. If this routinely occurs throughout an industry, it may no longer serve a net positive social purpose for society and should be eliminated. This article provides a path to an objective quantifiable metric for determining when an entire industry warrants the corporate death penalty. First, a theoretical foundation is developed with minimum assumptions necessary to provide evidence for corporate public purposes. This is formed into an objective quantifiable metric with publicly-available data and applied to two case studies in the U.S.: the tobacco and coal mining industries. The results …

This paper reviews a variety of published sources by specialists in ancient history and philosophy written for students of philanthropy, nonprofit organizations, commons and other, related social sciences. It discusses Plato's Academy, Aristotle's Lyceum, and other philosophical schools as real historically significant organizations, not merely ideas or symbols. It was expanded from one section of Chapter 3 of the author's book, The Commons: New Perspectives on Nonprofit Organizations, Voluntary Action and Philanthropy (1992).

The Washington State Department of Children, Youth, and Families (DCYF) will be implementing and testing the effectiveness of telework for child welfare field operations staff and their supervisors. DYCF is a stateadministered system with a total of 3,075 employees. There are approximately 1,600 field operation staff and 260 field operation supervisors that make up the majority of the child welfare workforce in the agency. A comprehensive workforce needs assessment showed a strong desire among employees to be able to work from home or an alternate work site. The Nebraska Department of Health and Human Services Division of Children and Family Services (DCFS) workforce intervention will address secondary traumatic stress (STS) among frontline staff and supervisors. Nebraska is a state-run child welfare system with about 400 Child and Family Service Specialists (CFSS) organized into five service areas across the state. Currently, the annual CFSS turnover rate in Nebraska is about 30%, but DCFS is committed to retaining and supporting high quality CFSS. Schedule Creep: In Search Of An Uncongested Baseline Block Time By Examining Scheduled Flight Block Times Worldwide 1986–2016, Terence P. C. Fan

Based on a stratified random sampling of airlines’ schedules for 200 heavily travelled directional nonstop airport pairs, this paper examines systematically how scheduled block times in non-stop flights have changed from 1986 to 2016. Three econometric analyses, by way of a 10th percentile quantile regression, 15th percentile quantile regression and ordinary least-squares regression, show that after accounting for the effects of air traffic growth, airport-specific congestion, flight delays, number of seat per flight, aircraft type, flight heading, airport slot policy, other airport-specific anomalies, airline-specific policies and changes in crude oil price, scheduled block times have been growing at a pace …

This study investigates a potential mechanism to promote coordination. With theoretical guidance using a belief-based learning model, we conduct a multi-period, binary-choice, and weakest-link laboratory coordination experiment to study the effect of gradualism – increasing the required levels (stakes) of contributions slowly over time rather than requiring a high level of contribution immediately – on group coordination performance. We randomly assign subjects to three treatments: starting and continuing at a high stake, starting at a low stake but jumping to a high stake after a few periods, and starting at a low stake while gradually increasing the stakes over time …

The sharp decline in retention from year-to-year among sport officials is considered a “crisis” among the officiating community and research has attempted to explore the issue by identifying factors that impact retention (Warner et al. 2013). There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. Conflict is a predictable aspect of organizational life. Research indicates that workers spend the majority of their lifetime at work and that unresolved conflict is one of the largest reducible costs in organizations. Whilst there is ample precedent to argue against the common-sense notion that the ideological leanings of political parties are congruent with their implementation of fiscal policy (Boix, 2000; Garrett & Lange, 1991; Hibbs, 1977; Liargovas & Manolas, 2007), there is a relative dearth of research on the role of discourse in shaping fiscal policy with one notable exception by Maatsch (2014). E-Commerce and package deliveries are growing at a fast pace and there is an increased demand for same-day deliveries. Established delivery companies and new startups are investing in technologies that reduce delivery times and/or increase delivery drivers’ productivity. In this context, the adoption of Sidewalk Automated (or Autonomous) Delivery Robots (SADRs) has a growing appeal. SADRs are pedestrian sized robots that deliver items to customers without the intervention of a delivery person. This paper describes how veterans report financing their businesses, their potential difficulties accessing capital, and the potential reasons they may encounter credit and loan denials. We conclude with a discussion on the possible implications and put forward a preliminary argument for further study that would explore some of the more nuanced aspects of access to capital barriers. The District of Colombia poses a unique challenge to private employers because the passage of a local medical marijuana policy was instituted in a federalized district that is obligated to abide by federal Schedule 1 narcotic laws. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to understand how managers maintain compliance and address the conflict between different levels of government. Data were collected from interviews with 8 private industry hiring personnel who operate within the District of Columbia. In 2008, New York’s health commissioner asked LHDs and nonprofit hospitals to collaborate with community partners to conduct community health needs assessments, identify two or three health priorities to focus on, and implement evidence-based strategies to address them. The actions taken as part of the New York State Prevention Agenda mirrored the IRS rules and PHAB recommendations that followed. The dearth of published studies on public health-hospital collaborations and the momentum to understand how communities in New York have responded to the IRS rules and PHAB standards are the impetus for this research.

This chapter introduces the readers to a public capital management and budgeting process and its role in generating public infrastructure networks. The main purpose of the chapter is to describe the normative public capital management and budgeting practices that are recommended by the public finance literature. These normative practices are segregated into four main components: (1) long-term capital planning, (2) capital budgeting and financial management, (3) capital project execution and project management, and (4) infrastructure maintenance.
