Introducing Virginia’S Mobile Solution, Quality Improvement Center For Workforce Development

The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. This one-page summary describes COMPASS, Virginia’s mobile app designed to make it easier for workers to manage the administrative aspects of their job.

Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely. Thus, agencies confronted with urgent retention needs have little to go on to identify an intervention that is likely to succeed. Objectives of business sustainability efforts commonly include increasing consumer safety, decreasing resource consumption, and decreasing pollution. Even though there is a societal interest in attaining these goals, business and other economic agents often operate under incentive structures that run counter to these objectives. Taxi drivers operate as economic independents. Their revenue depends on their fares and tips. Moreover they choose how many hours to work, how fast to drive, and which route to take. At midcentury, New York City was among the preeminent manufacturing centers in the United States. Within a generation, this manufacturing economy suffered an extraordinary collapse. Beginning in the 1950s, workers and their unions began to use the term “runaway” to describe factories that pulled up stakes in New York and set them back down in other climes. This dissertation explores the deindustrialization of New York City through case studies of “runaway” plants, or factories that left New York for the American South or abroad between the years 1945 and 1975.

In Italy, a tourism tax was introduced in 2011, since then it has been adopted in most of the Italian provincial capitals and tourist cities. This tax can mitigate the negative externalities caused by tourists; however, it should be carefully planned both in terms of the amount of money to be levied and in terms of the uses to be financed with the tax revenues, it could, otherwise, negatively impact the tourism sector, decreasing—rather than increasing— the social welfare. This is due in part to funders’ own practices, such as pre-specifying the problem to be solved or limiting their grantees’ ability to adjust their strategy.

The Health Foundation of Central Massachusetts has been intentional about facilitating the effectiveness of the collaborative groups it supports. In 2018, the National Network of Consultants to Grantmakers launched an initiative to sharpen the impact of diversity, equity, and inclusion (DEI) work in grantmaking by increasing the capacity of consultants and grantmakers engaged in these efforts. Network researchers used a systematic protocol to interview consultant members about their most effective partnerships with grantmakers. Case studies drawn from those interviews yielded valuable lessons for advancing DEI in philanthropy.

In sharing some of these lessons, this article advises consultants to be prepared to help grantmakers define or refine the meaning of DEI and understand where equity fits into their values and …

Foundations can serve more people by identifying and supporting effective interventions that are ready to be scaled. This article describes a process called SPREE — Scaling Programs with Research Evidence and Effectiveness — that can help funders and their grantees scale successfully. Implementing this process can assist foundations in using evaluation research as a tool to determine which interventions are likely to produce desired outcomes, and to identify which organizations are ready to scale them. The SPREE process is grounded in evaluation and implementation science frameworks and has been applied since 2016 by the Corporation for National and Community Service. …

Over the past decade, local and regional community foundations across the United States have adopted “giving days” as a means to build awareness, bolster community pride, and raise money for local nonprofit organizations. Despite the increasing prevalence of giving days, little scholarly research has empirically examined this phenomenon and its impact, particularly at the local and regional levels.

To address these gaps, this article shares the findings of a study that examined similarities and differences across communities’ giving days and sought to evaluate the extent to which those days led to more giving at the community level.

This article investigates understandings of publicness in the context of public foundations in Australia by examining how perceptions of publicness inform and influence the practice and conduct of those grantmaking foundations. As part of a broader study on perceptions of accountability and identity in Australian foundations, the article provides empirical evidence from interviews with managers and trustees from a diverse group of public foundations suggesting that understandings and applications of two dimensions of publicness were significant: donations, or public money; and grantmaking, or public benefit. Further elements of publicness were expressed around foundations’ visibility and the transparency of their operations. …

In December 2013, the primary United States financial regulatory agencies jointly adopted final rules to implement Section 619 of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which is often referred to as the “Volcker Rule”. Section 619 prohibits banks from engaging in activities considered to be particularly risky, including proprietary trading and owning hedge funds or private equity funds. Coming just a week after media reports first questioned the risks taken by JPM derivatives trader Bruno Iksil, Braunstein made a series of assertions about the trades. Since the bank’s Chief Investment Office (CIO) invested the surplus deposits of JPM’s commercial bank units, the OCC was also CIO’s primary regulator. Value at Risk (VaR) is one of the most commonly used ways to measure and monitor market risk. At JPMorgan Chase (JPM), very large derivative positions established by Bruno Iksil in the Synthetic Credit Portfolio (SCP) caused the bank’s Chief Investment Office (CIO) to exceed its VaR limit for four days in a row in January 2012. In response, the CIO changed to a new VaR model on January 30, which appeared to immediately reduce VaR by half. There is growing evidence to suggest that child welfare workers are experiencing high levels of secondary traumatic stress (STS) as a result of exposure to traumatized clients in crisis (e.g., Barbee, et al, 2018). The Quality Improvement Center on Workforce Development (QIC-WD) surveyed 1,113 front line child welfare workers in 13 jurisdictions between November, 2017 and March, 2018 using the Bride (2007) Secondary Traumatic Stress Scale as part of a comprehensive workforce needs assessment.
