In the quest for equitable and lasting reform in postsecondary education, philanthropy’s great strength is its flexibility to make use of multiple strategies. However, as most grantmakers know firsthand, not all strategy combinations lead to lasting systemic change.

This article offers an actionable approach for designing and analyzing philanthropically funded movements in order to remake an area of educational policy or practice. It begins with a review of philanthropic literature that identifies the primary change strategies used by funders in the education sector. It then introduces a tool, rooted in organizational research, to understand and predict the circumstances under which …

Partnering For Postsecondary Success In Rural Texas, Allison Pennington

The Foundation Review

Although students living in rural areas perform academically on par with their peers, they are less likely to complete a postsecondary credential due to geographic, economic, and other barriers. Greater Texas Foundation, a private grantmaker focused on postsecondary student success in Texas, fosters rural collaborations as part of its philanthropic strategy.

This article reflects on lessons learned by foundation staff from this strand of work. It describes innovative models for postsecondary support developed by the foundation’s rural partners, discusses the need to balance direct program support and capacity building, and emphasizes the importance of visiting rural communities in person.

Five years ago, the Ann Arbor Area Community Foundation decided to take a strategic approach to offering college scholarships that would address gaps in educational achievement among local students. To increase the impact of its scholarship program, the foundation shifted its emphasis from one-time awards to promoting degree attainment, and determined that the criteria for new scholarships would be based on impact data instead of donor intent.

The Community Scholarship Program awards multiyear scholarships to local students of color, students from low-income families, and first-generation college students, and provides them with a dedicated college success coach to help them successfully …

My name is Stephanie Reau and I am a training supervisor at Summit County Children Services. We are an agency of 350 employees with a focus on recruiting and maintaining diverse staff committed to serving all children and families. Summit County strives to attract and retain wellqualified staff, but like many child welfare agencies in Ohio, this has been a difficult task to accomplish. The overwhelming pressures of the job cause secondary trauma, burnout and ultimately staff turnover. Unionized contingent faculty in the United States face an increasingly difficult economic landscape in their labor-management conflicts with university administrations. These unions, comprised of graduate student employees and adjunct instructors, won significant victories for their members but have failed to shift the broader patterns of casualization, unsustainable compensation, and job precarity, stemming from the systemic debasement of higher education institutions and the American labor movement, both of which pose significant challenges to conventional conflict resolution strategies. The Eastern Band of Cherokee Indians (EBCI) Family Safety Program (FSP) developed a new 5-week onboarding process for new social workers. Drawing upon available research and best practice, the QIC-WD worked with FSP to create the multipronged onboarding program that includes written materials, videos, supervisor supports, tours, and shadowing. Weeks 1 and 2 orient new workers to the organizational structure, mission, purpose, philosophy, and practice of FSP and provide an introduction to Cherokee culture through various activities. Sometimes researchers, administrators and practitioners miss studies that cut across social service fields but that include child welfare workers in their samples. For example, a Canadian study by Graham, Shier, & Nicholas (2016), Workplace Congruence and Occupational Outcomes Among Social Services Workers, has relevant implications for the child welfare field. This study found that when a job setting matches an employee’s expectations regarding workload, autonomy, the working environment, and the values of the organization, there is likely to be a lower intention to leave the job and greater life satisfaction. With the advent of the COVID-19 pandemic, many child welfare supervisors suddenly were managing a virtual team with little or no preparation. Maintaining accountability when staff telework (i.e., work from home) poses challenges in defining and measuring productivity. These challenges can feel different from managing performance in an office environment. Supervisors needed to navigate between emphasizing process (how the work is done) and the achievement of specific outcomes (what gets done). Using 2019 data from the Bureau of Economic Analysis and the U.S. Census Bureau’s American Community Survey, this Fact Sheet highlights housing affordability in Nevada’s four recreation counties: Clark, Douglas, Elko, and Washoe. This synthesis is based on a published, national study by Dr. Megan Lawson of Headwaters Economics titled, “Housing in recreation-dependent counties is less affordable.”
