In The Origins of Totalitarianism, the political philosopher Hannah Arendt pointed to the years between World War I and World War II as the time when the plight of refugees became a pressing political problem.' If Arendt were still alive (she died in 1975), she would no doubt agree that the problem is at least as pressing in the early twenty-first century as it was sixty or more years ago, when she herself was a refugee from Nazi Germany. There are several important questions to ask both our politicians and ourselves as we seek to refine and further define an otherwise abstract commitment to substantive equality with which to replace our current formal version. In the midst of the countless, grotesque inhumanities of the twentieth century, however, there is a heartening story, amply recounted elsewhere: the emergence, in international law, of the morality of human rights. The morality of human rights is not new; in one or another version, the morality is very old. But the emergence of morality in international law, in the period since the end of World War II, is a profoundly important development.

Without a solid ethical foundation to state governance, the process of developing and implementing sound public policy is weakened. In addition to the crisis of public confidence, which may turn voters away from politics in disgust, political scandals undermine the quality of the policymaking process.
Connecticut needs watertight laws, vigorous oversight, independent voices, and an electoral process that does not pervert the information voters receive. The responsibility of citizens includes not only voting their consciences but pressing their representatives to put the electoral process and policymaking on a cleaner, more transparent foundation.

Living Arrangement Patterns Among The Latino Population In New York City, Debora Upegui

Introduction: This study examines living arrangement patters of racial/ethnic groups in New York City as of the year 2000 – particularly Latinos.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: New York State is the third ranking state in population and households in the country. Data for New York City (NYC) indicate that national patterns are not replicated when the number of family households …

This collection is primarily composed of digital copies of a photograph album containing photographs taken by John E. Wellman, a combat photographer with the 571st Bomb squadron, 390th Bombing group, 8th Air Force, 1943-1945. Photographs show B-17s and fighter planes in formation, bombing runs, aerial views of bombs and ground attacks, and anti-aircraft fire during World War II. Other materials in the album include a 1943 class photo from the Army Air Force Technical Training School at Lowry Field, group and training photographs, a certificate signifying service in the 390th bomb group, and a 1988 color photograph featuring Wellman at …

Technical Risk Information: Decision Tool Or Rhetorical Ammunition? Undisputed Facts In The Yucca Mountain Debate, David M. Hassenzahl, Denise Tillery, Paulette Laidler
Public Policy and Leadership Faculty Research
This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants. In this paper, I will explore the ways in which processions, by their very visibility, foreground the relationships between the secular and the sacred, while contributing to a construction of identity and community, and simultaneously surfacing fractures therein. Using the example of multireligious yet secular Singapore, I will examine (a) the state's management of religious processions, including the regulation of time and space for such events, as well as regulations over noise production; (b) the tactics of adaptation, negotiation and resistance that participants engage in at an everyday level in response to the state's ideologies, policies, laws and strategies; (c) …

After September 11, Afghanistan became the first battleground of the War on Terror when the Taliban government refused to turn over Osama Bin Laden and other Al Qaeda members. Human rights concerns about these events fall in two areas. First, did the United States violate human rights when it launched Operation Enduring Freedom to overthrow the Taliban and during the subsequent occupation? Second, have the occupation forces and new regime of under the leadership of Hamid Karzai done enough to improve the previously miserable human rights situation in Afghanistan?

Scholars disagree about the importance of a leader's longevity. The inconsistency in the findings of previous research makes it necessary to understand more fully the dynamics between presidential leadership and institutional culture. More specifically, there is a need to actually measure and describe the relationships among presidential longevity, presidential leadership style, and institutional culture. The purpose of this study is to explore the relationship between the leadership styles of Catholic college and university presidents and the congruence between leadership style and culture type relative to presidential longevity. This paper is essentially a history of religion in Mongolia with the purpose of illuminating the present state of religion at a socially, culturally, and politically unique point in Mongolia’s history. It has only been fourteen years since Mongolia experienced a political transition from totalitarianism to democracy, and the country now finds itself in a kind of “Limbo” with respect to not only the political state of the nation, but also the spiritual state of its individuals. The period of the 1950s and 1960s reflects the rise of performance budgeting. It also reflects the rise of the post-war generation of academic social scientists, which is roughly the second generation of statistical social scientists within the United States. This is the period of expanding program evaluation and the rise of policy analysis. While policy analysis is fairly distinct, program evaluation is largely the same thing as performance measurement, but as practiced by social scientists with a different skill set than public administrators.
