China And Africa’S Peace And Security Agenda: The Burgeoning Appetite, Oita Etyang, Simon Oswan Panyako
Journal of African Conflicts and Peace Studies
China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. It is undeniable that China has heavily invested in Africa through Foreign Direct Investments (FDI), and infrastructure development. China has also increased its appetite on matters peace and security. …

Is civility dead? Americans ask this question every election season, but their concern is hardly limited to political campaigns. Doubts about civility regularly arise in just about every aspect of American public life. Rudeness runs rampant. Our news media is saturated with aggressive bluster and vitriol. Our digital platforms teem with expressions of disrespect and trolls. Reflecting these conditions, surveys show that a significant majority of Americans believe we are living in an age of unusual anger and discord. The Role, Accomplishments, And Challenges Of The Congressional Black Caucus Veterans Braintrust, Ron E. Armstead

In 1971, the Congressional Black Caucus (CBC) began its seminal investigation of racism in the military. A year into the investigation, the caucus reported the military had done little, if anything, to address racism in the ranks (188 Cong. Rec., 6739-6744, 1972). The problem continued as one of the most critical issues for the CBC during the latter years of the Vietnam War (188 Cong. Rec. pp. E8674-8688).
Concurrently, in 1971, the CBC held its first annual dinner, which some 500 people attended, including the late actor Ozzie Davis. Over the years, this dinner has grown into a five-day legislative …

In an increasingly interconnected and technological global environment, ignorance of Africa is no longer acceptable. This, especially from major political leaders. Yet, examples of such ignorance are evident in the current American presidential campaign. Neither the Republican nominee Donald J. Trump nor the democratic nominee Hillary R. Clinton has articulated any concrete vision for an African policy.

Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. However, very few studies have been done on the effect climate change and mitigation measures implemented in response to climate change have on a community’s adaptive capacity.

This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

Emerging Genres, Dangerous Classifications: The Kairos of Digital Composing Policy argues that writing policy infrastructure plays a significant (if often invisible) role in affording emerging digital genres in rhetoric and composition. Within the last few decades, the accelerating transformations and instabilities of emerging genres have posed a challenge for contemporary writing programs, which demonstrate a persistent wariness over incorporating digital composing into their mission. In response to this challenge, national educational associations have issued a growing number of policy statements meant to encourage a broader understanding of composing in the classroom. Abstract
Following the 2007-2008 post-election violence in Kenya, 650,000 people, comprising men, women, youth, and children, fled their communities, and found refuge in internally displaced persons (IDPs) camps. Although the Kenyan Government resettled some of the IDPs later in eco-villages and inner city settlements, seven years later there were still 309,200 in IDPs camps across the country. The objective of this qualitative multi-sited single case study is to explore the role of women’s groups in peacebuilding efforts following the post-election conflict. The study focuses on four grassroots-level local women’s groups in the Bankala and Mambira eco-villages and an inner-city settlement …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. The East China Sea (ECS) is at least as important for the strategic interests of the U.S. and its allies given the tension between China and Japan over the Senkaku/Diaoyu islands, potential energy resources in this body of water, increasing defense spending by adjacent geographic powers, the area’s importance as a maritime international trade route, and the possibility …

Research Brief: "Mental Health Of Transgender Veterans In Us States With And Without Discrimination And Hate Crime Legal Protection", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
This study suggests that policies protecting transgender individuals from employment discrimination are associated with better mental health, as it found that transgender individuals represent one of the most marginalized populations in both civilian and military communities. In practice, employers should continue encouraging a safe and welcoming environment for all employees, including individuals who identify as transgender, and medical providers serving transgender veterans should consider evaluating their patients’ mental health. In policy, policymakers might continue efforts to reduce discrimination based on sexual orientation and gender identity and might consider introducing bills to protect LGBTQ+ persons. Suggestions for future study include sampling …

This presentation will explore the different and conflicting images of gambling and gamblers as reflected in more than 2000 years of art, literature, music, and film. Images of gambling range from sophistication to foolishness, while images of the gambler range from the glamour of James Bond to the buffonery of the Marx Brothers to the tragedy of Dostoevsky. The presentation will conclude with a discussion of the implications of these images for gambling research, awareness, treatment, and prevention.

Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes. On the other hand, issues of procedural justice are frequently associated with water allocation and management, encompassing fundamental matters like representation within governance entities and participation in decision-making processes. A Vision Of Peace Through U.S. Leadership: President Jimmy Carter's Moral Foreign Policy Vision And The Panama Canal Treaties, Holly L. Welsh De Paula

This thesis examines President Jimmy Carter’s foreign policy and his administration’s campaign to promote the ratification of the Panama Canal treaties from 1977 to 1978. I argue that President Carter’s administration developed a coherent foreign policy vision that was inspired by moral convictions and aimed to promote international peace. The fundamental aspects of this vision are reflected in the Panama Canal treaties. During the turbulent Senate debate over the treaties, opposition arguments attacking President Carter’s moral policy encouraged the Carter administration to favor more pragmatic arguments in support of the treaties, which ultimately obscured President Carter’s overarching foreign policy vision. …
