Government leaders have not been successful in their strategies for developing a pipeline of African American college students to address the absence of African American representation in civil service management positions. Increasing African American representation among civil service personnel may produce a government workforce that reflects American society, which may promote equitable and responsive solutions in serving public interests. This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In Kenya, a 2013 presidential directive reserved 30% of government procurement opportunities for enterprises owned by women, youth, and persons with disabilities to promote economic empowerment; however, as of 2016, female entrepreneurs continued to be outpaced by their male counterparts. The lack of policy evaluation from the female entrepreneur perspective limits the ability to assess progress and identify obstacles. Through purposeful sampling and semistructured interviews, this qualitative phenomenological study obtained the perceptions of the implementation and impact of Access to Government Procurement Opportunities (AGPO) on economic empowerment from the perspective of 20 female entrepreneurs in Kenya previously awarded procurement contracts. …

This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. Psychological evaluations are frequently used in extreme hardship immigration cases in the United States. These evaluations are complex; they are inherently ambiguous, and they require extensive training and specialized knowledge. General guidance for mental health professionals is available from professional organizations, the federal government, and articles in the legal and mental health literature. The historiography of industrialization in Nigeria has a rich but confused literature. Scholars from various disciplinary orientations have engaged this subject matter from perspectives that have complexified the idea and concept of industrialization in a colonial state. This study interrogates the various perspectives of intellectual inquiry on industrialization of colonial Nigeria, and argues that although industries and industrial activities existed in pre-colonial and colonial Nigeria, industrialization between 1914 and 1960, as portrayed by a number of scholars, was a farce. In 1978, Congress enacted the Indian Child Welfare Act to counter practices of removing Indian children from their homes, and to ensure the continued existence of Indian tribes through their children. The law created a framework establishing how Indian children are adopted as a way to protect those children and their relationship with their tribe. ICWA also established federal standards for Indian children being placed into non-Indian adoptive homes. Brackeen v.
