Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. Engaging in active participation, I observed and interacted with those who work within, assist, or utilize the services of Commonwealth Catholic Charities’ refugee resettlement program, including case workers, service providers, and resettlement clients themselves. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

How did a country birthed in individual liberty and voluntary associations create just the opposite in its inflexible, layered, government-controlled public education system? Here, using public choice theory, I explain how near-sighted and unrelated reforms, often based in private motives, gave us what I call the public education centropoly – a hybrid government organization consisting of a set of monopolies layered beneath two additional government levels that especially fails disadvantaged students.

This article explores American colonial education in Micronesia from the final months of World War Two to the late 1970s. The primary research question concerns American usage of education to pursue political and military goals, and how this affected multiple dimensions of Indigenous life. Although the dominant narrative at the time blamed Indigenous people for difficulties in implementing American education, the Western values permeating the American consciousness significantly inhibited the possibility of success as Americans defined it. American military involvement in the Great War is a widely discussed aspect of the conflict. The period following the war is often considered an example of American isolationist foreign policy. Lesser well known are American efforts to provide food relief to starving populations in Europe, which began during and continued well after the war's conclusion. This study investigates perceptions and experiences of systemic injustices/racism, which is reflected in policy misuse and/or abuse at a large Research One (R1) university located in the Southeastern United States. In particular, the study will provide a lens for viewing the shortcomings regarding hiring practices, with the misuse of the Waiver of Advertisement, which was an initiative aimed at addressing the underrepresentation of Black and Brown professionals in faculty and staff/administrative positions. The independent art scene in Egypt flourished following the January 25 revolution in 2011. This study examines the experiences of Egyptian artists and cultural operators through a looking glass into the evolving democratization of arts towards cultural democracy from a global perspective and using the intrinsic and instrumentalist arguments regarding the value of arts. Furthermore, it employs a qualitative analysis of case studies of 18 cultural operators in Cairo and Alexandria, who work in different artistic fields ranging from visual arts to performing arts and academia. This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

The Public Innovations Explorer (https://sethsch.github.io/innovations-explorer/app/index.html) is a web-based tool created using Node.js, D3.js and Leaflet.js that can be used for investigating awards made by Federal agencies and departments participating in the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grant-making programs between 2008 and 2018. By geocoding the publicly available grants data from SBIR.gov, the Public Innovations Explorer allows users to identify companies performing publicly-funded innovative research in each congressional district and obtain dynamic district-level summaries of funding activity by agency and year. In 2018, the New School Working Group on Expanded Sanctuary collaboratively organized a series of workshops in New York to reflect on the question of sanctuary as a conceptual and practical starting point for cross-coalitional politics, including its tensions and risks. This short piece is an attempt to bring together the sentiments expressed in those workshops by activists, organizers, students and academics focusing on anti-racist, pro-migrant, and pro-Indigenous struggles, in a form that engages sanctuary as an ongoing question.

Predoctrinal deliberations about the employment of the US armed forces, captured in Joint Doctrine Notes, remain critically understudied. Using comparative text analysis, this article identifies changes in recent Joint Doctrine Note depictions of military strategy. These changes risk distorting the logic of military strategy, sacrificing means-ends integration to organizational impulse, and raising the prospect of future shortfalls in US strategic effectiveness.

As the European Union deals with yet another crisis— the COVID-19 pandemic—it must adopt a grand strategy based on unity, policy, and proportionality: cohesion over inaction, policy over process, and regional imperatives over global ambitions. Counterinsurgency does not increase the legitimacy of, or support for, central governments engaged in internal conflicts. Recent research shows quantifiable degrees of government legitimacy, national identity, and population security are necessary precursors and accurate predictors of a government’s ability to outlast a civil uprising. Because the first two predictors—government legitimacy and national identity—can be measured and do not increase during a conflict, the probability of government failure in most cases can be accurately predicted when the conflict starts.

While unmanned aerial systems can serve as a force multiplier for militants, these systems do not embody a transformation in modern insurgent warfare or enable militants to engage regularly in strategic coercion. Instead, drone use is consistent with a militant group’s relative capabilities and broader strategic objectives. Consequently, these groups are likely to employ drones primarily for theater and tactical military purposes.

Growing Sino-Russian coordination necessitates greater security cooperation between US Allies in Europe and East Asia. US Allies in both regions face remarkably similar threats requiring similar operational concepts, capabilities, and technologies. Further, these Allies must hedge against the specter of US abandonment. An exploration of the links between the two geographically distant US Alliance networks illustrates the Allies’ perspectives on US extended deterrence and highlights opportunities to devise better policies for cooperation.

Toward Successful Coin: Shining Path’S Decline, Darren Colby

The rapid decline of the Peruvian left-wing insurgent organization Sendero Luminoso was not only the result of the arrest of its leader. An analysis of the precipitous weakening of the organization using two social movement theories finds other factors were involved in the demise of the organization as well. These factors—participatory politics, support for the military among the rural population, and alienation of the population by Sendero Luminoso—provide insights to effective counterinsurgency tactics.
