In 2022, countries and territories across Europe experienced a sharp increase in the number of people seeking asylum, mainly due to the war in Ukraine. Over 3,5000 Ukrainians have sought refuge in the Basque Autonomous Community (BAC) and as of July 2022, over 7,000 Ukrainians have sought refuge in Scotland (“3.587 refugiados de Ucrania”, 2022 and The Scottish Government, 2022). This increase is on top of the over 250,000 foreigners living in the BAC and the thousands of refugees already resettled throughout Scotland (Ikuspegi, Observatorio Vasco de Inmigración, 2022 and “Refugee resettlement”, 2022). This research paper looks to find if regions have stronger climate initiatives to reduce more greenhouse gas emissions than their nation states and if so why does this occur. To investigate this, I will use the Basque Country of Spain and Scotland in the United Kingdom (U.K), and study their greenhouse gas emission and renewable energy targets, and their greenhouse gas emission data and renewable energy use. In 1996, Nepal was engulfed in a civil war when the Communist Party of Nepal (Maoist) – hereafter referred to a— launched a guerilla war against the state. In historical and political scholarship on the conflict, there has been a tendency to situate the conflict with a neat set of causes and consequences. In focusing on the macroscale changes, such narrations of “Big History” obscure the experiences of the Nepali people who were—and continue to be— impacted by war with the loss and violence endured clinically tallied in human right reports and social science studies. By 1979, the British economy was in complete and utter disarray. Inflation was at record highs along with unemployment. The post-world war consensus was built off the idea of embedded liberalism, which stressed that the government must play a large and active role in regulating the markets and that it was in the government's interest to keep unemployment at its natural low. Similar to the United States, since the Great Depression the welfare state in Great Britain had been expanding. Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. This study uses game theory methodology and the Arctic as a contextual example to demonstrate that ontological security-seeking actors are willing to sacrifice physical security. In the minds of many, both within Switzerland and abroad, when one thinks of Switzerland one thinks neutrality, and often when one thinks neutrality one thinks Switzerland. It is perhaps for this reason that when Switzerland chose to sanction Russia much of the world was caught by surprise. In the 1980s, Switzerland was embroiled in two simultaneous crises: widespread heroin use and spreading HIV/AIDS. Zurich became the capital of heroin consumption, with groups gathering in public parks and sharing needles to inject heroin. In response to these crises, several Swiss cities started conducting randomized control trials where they offered prescription heroin to help people addicted to heroin consume the drug safely and eventually recover from their addiction. As these trials reported positive results of maintaining better health outcomes for those undergoing treatment, the Swiss people supported federally legalizing heroin-assisted treatment and expanding access to harm reduction services in …

In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

One challenge which reveals an executive’s leadership ability involves making the decision to fire an employee. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Although the Nordic Model has been embraced by the international anti-trafficking movement, recent studies, and closer examinations of France’s approach to the issue of sex trafficking reveal a strong anti-migrant and anti-sex work bias. In this thesis, I use studies of the impacts of France’s 2016 anti-trafficking bill on migrant sex workers, feminist critiques of neo-abolitionism and the Nordic Model, and examples of France’s hypocritical anti-migrant position, to explore how Nigerian women are harmed by the contemporary French fight against sex trafficking. Since achieving victory in World War II, the United States military has a less than enviable combat record in irregular warfare. Through a detailed historical analysis, this article provides perspective on where past decisions and doctrines have led to defeat and where they may have succeeded if given more time or executed differently. The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II.

The U.S. Department of State’s Bureau of Public Affairs and Public Diplomacy is the primary government institution in charge of overt, foreign-directed propaganda. This paper argues that the institutional culture of this institution was born and came to fruition in the period 1941-1953, and has not significantly changed since. That institutional culture includes a fierce adherence to a “strategy of truth,” with aesthetic norms being reserved and largely unemotional as a result of positioning themselves in moral and aesthetic opposition to Nazi and early Cold War Communist propaganda.
