Raven Sentry: Employing Ai For Indications And Warnings In Afghanistan, Thomas W. Spahr

The US Army War College Quarterly: Parameters

This article examines Raven Sentry, a project that employed artificial intelligence to provide advance warning of insurgent attacks in Afghanistan. During 2019 and 2020, the Resolute Support Deputy Chief of Staff for Intelligence (J2) benefited from a command culture open to innovation, the urgency created by the US drawdown, and a uniquely talented group of personnel that, aided by commercial sector experts, built an AI system that helped predict attacks. The war’s end cut Raven Sentry short, but the experience provides important lessons on AI and the conditions necessary for successful innovation.

In Ukraine, soldiers’ psychological resilience is of paramount concern. Therefore, the Armed Forces of Ukraine have developed a new intervention, Combat Path Debriefing, designed to address combat stress and promote unit readiness for soldiers returning to combat. This article outlines the components of Combat Path Debriefing and discusses how it is rooted in principles of combat and operational stress control and the unique characteristics of Ukrainian military life. This perspective offers US and allied leaders real-world experience that can inform future efforts to support soldiers’ mental health and combat performance.

The Dynamics Of Us Retrenchment In The Middle East, Paul K. Macdonald, Joseph M. Parent

This article argues that conditions favor American retrenchment from the Middle East because the United States can shift burdens to capable states in the region, there are few areas where US commitments are interdependent, and the local conquest calculus favors defense. Forward military deployments do not positively influence potential threats in the Middle East, and maintaining deployments there will detract from meeting challenges from China. Through comparisons to prior cases of great-power ordinal decline, this article puts America’s modest decline in historical perspective and finds that retrenchment policies will likely have positive consequences.

Peace and education are inseparable. Grounding on the aforementioned premise, peace education has become part of the curriculum in a number of countries including the Philippines. Along with the inclusion of peace education was the challenge of how to provide responsive and meaningful learning experiences in peace education. This article discusses the attempt of the use of participatory photography as a teaching methodology. The factors that influence an armed group’s use of sexual violence against women during times of conflict is a much studied area due to the prevalence of the phenomenon, and the significant implications it has for human rights. Algeria is known for its revolutionary acts for freedom against French colonialism. The French ruled the religion after Algeria was handed over to them by the Ottoman Empire. Arts, storytelling, theatre, and drama have been woven into strategic approaches to peacebuilding after conflict to engage with people’s experiences and emotions, share silenced stories, and build trust and empathy. Applied theatre challenges audience members to take a more active role, either through participating in the storytelling or acting itself or through dialogue and reflection activities. This collaborative art form has been used for community-building, reconciliation efforts as well as in post-conflict settings. The formation of a uniquely American land ethic—defined by European political history and Christian biblical doctrine and forged through systems of dispossession—is central to the creation of environments within the United States today. Using Minnesota as a microcosm to understand how settler colonial interactions played out all across the United States, this paper analyzes connections between violent dispossession of Indigenous people and the degradation of environments. Mississippi House Bill 1125 (MS HB1125), also known as the “Regulate Experimental Adolescent Procedures (REAP) Act,” was signed into law by Mississippi Governor Tate Reeves in early 2023 (REAP Act, 2023). It is one of multiple policies passed into law that limit the rights of transgender people. This thesis aims to clarify the history of the trans community, dispel myths around gender-affirming health care and the trans identity, and discuss the current state of anti-trans laws and transgender rights. This study of implementing California Assembly Bill 1460, or mandatory Ethnic Studies (ES) in the California State University System (CSU), investigates the leadership decisions made within a set of self-governing campuses with varied institutional resources and responsibilities. This research uses an Oral History methodology, which situates personal experiences in history to illustrate how Ethnic Studies staff, faculty, and administrators navigate a racialized organization as they institutionalize a critical race curriculum and mandate within the context of individual campus histories, cultures and governances.

This thesis examines the changes in social relations after natural disasters, specifically hurricanes. The Hurricane of 1906 caused massive damage to Mobile due to the limited warnings. Tensions before the hurricane were already heightened from the Atlanta Race Riot and boiled over after the storm, resulting in a double lynching. Mobile received very little federal aid after the 1906 hurricane and relief heavily on their own communities and the Alabama National Guard. Hurricane Frederic in 1979 was much different because of its position in the Civil Rights Movement. The government relief was slow due to the overwhelming amount needed, and …

Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research.
